Background

The OSCE Support Programme for Ukraine (Programme) has been established in order to continue supporting the Ukrainian Government’s reform efforts and mitigating the increased risks to civilians caused by the war against the country. The objective of the Programme - and therefore of all its projects - is to support Ukraine across all three OSCE dimensions on the government’s reform efforts and on the evolving risks to civilians caused by the war, thus ensuring that the OSCE’s work conducted over the past three decades and in the future, continues to impact positively the institutions and people of Ukraine and that Ukraine’s comprehensive security is enhanced in line with the OSCE commitments.

This post is financed from the extra-budgetary (ExB) OSCE Support Programme for Ukraine within the OSCE Conflict Prevention Centre (CPC) at the Secretariat (SEC). The Programme is planned to run until 31 July 2025. The post extension is subject to the availability of funds as well as the extension of the Programme duration.

Please note that the post is located in Kyiv, Ukraine. Alternative working arrangements are provisionally in place.

Tasks and Responsibilities

The incumbent is the only ICT staff member assigned to the Programme and works under the supervision of the Chief, ICT Service and Support Section, and in co-ordination with the Administrative Officer. The incumbent is tasked with the following:

  1. Administering and maintaining the Programme’s ICT hardware and software, including but not limited to, configuration updates, user administration, hardware maintenance, and management of ICT equipment assets assigned to the Programme.
  2. Supporting the release of ICT hardware and software to the Programme using standard ICTS processes: receiving hardware and software, carrying out testing in the local environment, deploying changes, and providing user training.
  3. Assisting in preparation and maintenance of the Programme’s ICT budget, supporting the acquisition of ICT equipment and services, and tracking and reporting upon ICT expenditures.
  4. Ensuring the Programme’s compliance with all ICT-related policies and procedures.
  5. Acting as ICT service desk assistant for the Programme and assisting Programme personnel with ICT service requests and incidents; Providing support together with the OSCE Central Europe Shared Service Centre and ICTS according to standard OSCE IT Service Management processes such as incident management, service request management, and change management.
  6. Performing other duties as required.

Necessary Qualifications

  • Completed secondary education supplemented by certified studies in the field of computer science.
  • A minimum of six years of working experience in tier/level 1 ICT user support.
  • A minimum of three years of working experience in system and network administration.
  • Experience in working with LAN/WAN networking systems and in administering Microsoft Active Directory and Microsoft Windows Server 2022 (and above) file/print services.
  • Experience in desktop software support, troubleshooting, and functional use (e.g. Windows 11, Office 2021 and above, Adobe Acrobat Standard, Adobe Creative Suite, etc.).
  • Experience in writing ICT technical documentation and training materials.
  • Experience in and ability to provide ICT user training.
  • Professional fluency in English and Ukrainian with excellent communication (both oral and written) skills.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
  • Ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package

Monthly remuneration, subject to social security deductions, is USD 1,954 as per the relevant OSCE salary scale; the salary payment is effected in EUR. Social benefits will include participation in Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Appointments are normally made at step 1 of the applicable OSCE salary scale.

Please note that for this position the OSCE does not reimburse expenses such as travel in connection with interviews, tests, visas and relocation.

Please be aware that the OSCE does not request payment at any stage of the application and review process.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
