General Minimum Requirements
The general minimum requirements for working with the OSCE are:
- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
- Graduation from a recognized police training school
- Regular, active police service experience
- Very good oral and written English communication skills
- Negotiating and interpersonal skills
- Knowledge of International Police Standards and human rights
- Ability to read and utilise maps
- Ability to perform first aid
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
Police administration courses in relevant field and specialized subject area.
Experience:
Minimum ten (10) years of diversified police experience including at least twelve (12) month’s operational experience in the relevant field and specialized subject area.
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
- Proven working experience in a supervisory or managerial position in a national police service;
- Proven experience in the implementation and management of community policing and community safety training courses for capacity building purposes, respective training needs assessments and evaluation of their effectiveness;
- Strong evidence of developing, managing, implementing and evaluating of community policing and community safety programmes and concepts;
- Proven experience in project management (planning, designing, budgeting, management and evaluation);
- Ability to design, co-ordinate and implement developmental strategies, action plans and training plans to support community safety agencies/platforms and related security service partners;
- Flexibility and ability to work under pressure and within limited time frames;
- Demonstrated ability and willingness to work as a member of a team, with people of different national, cultural and religious backgrounds, different gender and diverse political views while maintaining impartiality and objectivity;
- Professional analyzing, drafting, reporting and presentation skills;
- Professional knowledge in operating windows applications and e-mail.
- Possession of a valid automobile driving license and the ability to drive using a manual transmission are requirements for this post. New hires will be required to pass an OMIK administered driving test using a manual transmission vehicle within six months of assuming the post and be able to confidently self-drive.
Desirable:
- Previous liaison experience with non-law enforcement organizations (e.g. local and / or central governmental agencies, social service bodies, and non-governmental organizations);
- Knowledge of regional political history and development;
- Knowledge of OSCE principles, structures, institutions and field activities and commitment;
- Practical experience and/or working knowledge of EULEX, UN, NATO/KFOR and EU/EC bodies, as well as local institutions;
- Previous experience working in a capacity-building role in South Eastern Europe;
Tasks and Responsibilities
Under the direct supervision of Chief of Community Safety Development Section, the successful candidate will be tasked with the following duties:
- Providing supervision, oversight and guidance to national staff, instructors and consultants;
- Conducting analysis of information, statistics and data to identify needs of the Kosovo Police (KP) in the area of community policing and crime prevention, recommends the course of action to be taken and implements this action, when required;
- Developing and implements comprehensive community policing training programmes for the KP to strengthen the skills of police officers and managers in building partnerships with communities and enhancing community engagement in a pro-active problem solving process;
- Supporting the KP implementation of the integrated Intelligence Led Policing (ILP) and Community Policing Strategy, through workshops, training and presentations;
- Supporting the community policing agenda through its integration with other areas of specialized policing, including counter terrorism, riot control and tackling serious and organized crime;
- Assisting, mentors and supports the KP safety activities and initiatives throughout Kosovo;
- Representing the Department in various forums to ensure co-operation, communication and best practice on community safety initiatives throughout Kosovo;
- Working in cooperation with local and international staff to provide capacity-building support of local public safety committees (LPSC) and municipal community safety councils (MCSC) to include: preparing and facilitating regular meetings; assessing their functionality; designing and delivering skills-based training, providing monitoring support;
- Drafting project documents and implements new projects (sourced internally or externally) through all the stages of the project management cycle, based on the OSCE Project management Tool Kit;
- Liaising closely with the responsible counterparts in the OSCE Secretariat, as well as neighbouring field missions, local and international stakeholders of all kind;
- Drafting thematic, analytic and performance reports;
- Performing other duties as assigned.
