National consultant to support green economy and sustainable development in Kyrgyzstan (SSA) (Roster Call)
Background:
The OSCE Programme Office in Bishkek (the POiB), through its activities in Kyrgyzstan, supports national efforts to advance sustainable economic development, environmental governance, and green economy promotion. Within the OSCE’s comprehensive concept of security, environmental sustainability and responsible green economy development are recognized as important factors for long-term stability, resilience, and prosperity.
The Government of Kyrgyzstan is committed to sustainable development and environmental protection through national policy frameworks and international agreements. These include the implementation of the 2030 Agenda for Sustainable Development , the National Development Programme until 2030 , the National Development Strategy for 2018-2040 and the Paris Agreement . In this context, the concept of a green economy has gained increasing attention as a pathway to support economic diversification, improve environmental management, and promote inclusive growth.
On 1 September 2025, the Cabinet of Ministers has adopted the national 2025–2029 Green Economy Development Programme (Programme) that is aimed at institutionalizing green economy principles and driving sustainable, low-carbon economic growth through environmentally friendly interventions across priority sectors.
Since 2023, the POiB provided support to develop the national Green Economy Development Programme for 2025–2029. This included provision of expert support, organizing public discussions and development of digital M&E platform on monitoring and evaluation of the 2025-2029 Green Economy Development Programme.
In 2026, the POiB will support the Ministry of Economy and Commerce, a state body responsible for policy making on development of green economy in Kyrgyzstan. The support foresees expert and technical assistance on implementation of the action plan of the Programme.
The POiB intends to establish a roster of qualified national consultants who can contribute technical expertise to activities related to green economy principles and sustainable development. Consultants included in the roster may be engaged to support analytical research work, policy development, stakeholder consultations, capacity-building activities, and the implementation of pilot initiatives related to green economy principles, sustainable development and environmental security.
The POiB will support the roundtables on green economy with participation of private sector, sector specific associations, public organizations, international partners, and government authorities. Moreover, the POiB will support the trainings on green economy modelling (GEM), capacity-building activities on identification and basic verification of green projects, analytical research in modelling and implementation of measures aimed at promoting green economy.
Objective of Assignment:
To support Kyrgyzstan in implementation of the national Green Economy Development Programme for 2025–2029 .
Tasks and Responsibilities:
Under the overall supervision of the National Economic Officer, the successful candidate will be tasked with the following duties:
Collaboration with the Green Economy and Tourism Sector and the Department for Strategic Development (structural units of the Ministry of Economy and Commerce), representatives of private sector and local administrations in the regions, as well as international and civil society partners to develop strategies and approaches for implementing the national Programme and to carry out capacity-building activities in green economy and sustainable development;
Conducting consultative meetings with representatives of key government agencies and other stakeholders;
Preparation of interim and final reports in OSCE reporting template.
Training sessions / seminars:
Development of a training programme and module for training sessions and seminars in the regions;
Prepare presentation materials for training sessions;
Conduct desk reviews and undertake research on green economy principles, sustainable finance, sustainable tourism, sustainable development etc;
Development of surveys, feedback forms, pre- and post-tests for training sessions;
Conducting training sessions/seminars on GEM, identification and basic verification of green projects in the regions of Kyrgyzstan.
Analytical research and green economy modelling:
Conduct desk reviews and undertake research on sectors specific to the development of mountain regions, green tourism, sustainable green economy practices, as well as data collection, interviews, and analysis of practices, etc;
Provide technical guidance on green economy principles, sustainable development, good environmental governance, and sustainable green practices;
Provide recommendations in line with green economy principles for modelling and implementation of measures aimed at promoting green economy in coordination with local stakeholders;
Develop a practical layout and technical plan for the modelling and implementation of measures aimed at promoting green economy.
Deliverables:
Relevant information included in the Monthly Progress Reports (MPRs);
Training programme and module developed in Kyrgyz or Russian;
Presentation materials in Kyrgyz submitted;
Lists of participants, agendas, outcome reports, survey and evaluation results, and full training reports with supporting documents provided;
Interim and final reports submitted using the OSCE reporting template with all required attachments;
Research and analytical reports drafted, including recommendations, modelling and implementation measures, as well as a practical layout and technical plan for promoting a green economy.

Necessary Qualifications:
- University degree in Environmental Economics, Economics, Agriculture, Environmental Management, Sustainable Development, or other related fields.
- At least three years of working experience in the field of agriculture, green finance, sustainable development and environmental protection.
- Good understanding of the social, economic, agricultural and political situation in Kyrgyzstan.
- Demonstrated knowledge of national green economy policies and institutional frameworks in Kyrgyzstan.
- Excellent analytical and writing skills.
- Experience in conducting trainings on green economy principles and sustainable development, as well as in facilitation and stakeholder engagement would be an asset.
- Experience of co-operation with international expert, institutions and organizations would be an asset.
- Previous experience working with smallholder entrepreneurs, local administration officials, cooperatives, and producer groups would be an asset.
- Previous experience of conducting research, data collection and analysis would be an asset.
- Professional fluency in the Russian and Kyrgyz, both oral and written.
- Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint).
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
