Background:
As a mountainous country, Kyrgyzstan has been consistently attracting the attention of the world community to the problems of sustainable development of mountain regions since the early 2000s.
In order to ensure the environmental security of the country, increase climate resilience, preserve natural heritage and implement the Five-Year Action for the Development of Mountain Regions in 2023-2027 (Five Years of Action), President
Sadyr Japarov signed the Decree “on declaring the period 2023–2027 the Five Years of Action for the Development of Mountain Regions”. The same decree establishes the Organizing Committee for the preparation and implementation of the Five Years of Action. The committee will be chaired by the Chairman of the Cabinet of Ministers - Head of the President’s Administration. The decree also establishes the position of a Special Representative of the President on the implementation of the Five Years of Action.
At the same time, the Ministry of Foreign Affairs (MFA), the Special Representative of the President on implementation of the Five Years Action on Mountain Region Development (Special Representative), and the Ministry of Natural Resources, Ecology, and Technical Supervision (Ministry of Natural Resources) continue coordinating the efforts of all governmental agencies on the development of mountain regions and acting as the POiB’s main partner.
In 2023, Kyrgyzstan’s government approved a Concept and Roadmap for the implementation of the Five Years of Action. The Roadmap is a document that displays a strategic plan with a set of activities aimed at sustainable mountain development of the country. For the Roadmap, some of the activities are implemented by the POiB.
Currently, Kyrgyzstan invites the main stakeholders and world states to take part in the Second Global Mountain Summit “Bishkek + 25” in 2027, which will summarize the results of the Five Years Action for the Development of Mountain Regions in Kyrgyzstan. Moreover, Kyrgyzstan is promoting the initiative to consolidate the global dialogue “Mountains and Climate” in the annual program of the UN Climate Change Conference.

 

Objective of Assignment: 
To support Kyrgyzstan in implementation of the Roadmap “Five-Year Action for the Development of Mountain Regions in Kyrgyzstan” and preparation for the Second Global Mountain Summit “Bishkek + 25” in 2027.

 

Tasks and Responsibilities:

  1. Monitor the implementation of the Roadmap of the Five Years of Action for the Development of Mountain Regions based on reports submitted by state authorities, on a regular basis.   

  2. Maintain of a database on assistance within the mountain agenda.

  3. Prepare speeches on various aspects of the mountain agenda, or inputs for statements at international forums.

  4. Mobilize technical and financial assistance.

  5. Provide support in the organization of international conferences, forums, and trainings for state authorities on the Five Years of Action, as required.

  6. Participate in the preparation and organization of meetings of the Organizing Committee for the preparation and implementation of Five Years of Action.

  7. Provide support in advancing issues related to international financing of mountain projects.

  8. Participate in the preparation and organization of the Second Global Bishkek Mountain Summit “Bishkek+25”.

  9. Participate in the establishment and development of geoparks. 

  10. Implementation of the information policy and media plan, including media monitoring on the mountain agenda.

  11. Information and analytical work on the mountain agenda.

  12. Other duties as assigned by the supervisor.
     

Deliverables:

  1. The implementation of the Roadmap is analysed on a regular basis (as required / semi-annually), including findings and recommendations. Monthly Progress Report (MPR) is prepared in line with Attachment I.

  2. The database on assistance within the mountain agenda is maintained and regularly updated.

  3. Speeches and inputs for statements are prepared and delivered in a timely manner.

  4. Proposals have been drawn up regarding approaches and potential partners for mobilizing financial and technical assistance. 

  5. Theses for meetings have been prepared.

  6. Minutes of discussions have been drawn up.

  7. The necessary materials for organizing the events have been prepared.

  8. The agendas and programmes have been drawn up.

  9. The reports summarising the outcomes of the events have been prepared.

  10. Meetings of the Organizing Committee are prepared and organized, the relevant materials have been prepared.

  11. Meetings have been organized with international banks, funds, etc. to discuss funding mechanisms for mountain regions. 

  12. Concepts for promoting funding projects for mountain regions have been developed. 

  13. Agreements on funding for mountain regions have been reached with partners.

  14. Discussions have been held with international partners regarding their participation in the preparations for the Second Global Bishkek Mountain Summit “Bishkek+25”. 

  15. A budget for the event has been drawn up. 

  16. A coordinating council has been established.

  17. Meetings, round-table discussions and conferences were organized.

  18. Minutes were drawn up following the events.

  19. Minutes and reports on the topic of geoparks were prepared.

  20. Guidelines on content management and technical support for the mining-themed website have been published. 

  21. Reports on the results of media monitoring regarding the mining agenda have been presented. 

  22. A media plan for the Special Representative on the mining agenda has been drawn up.

Necessary Qualifications:

  • University degree in Social Sciences, Public Administration, Law, Environmental Studies, Sustainable Development, Political Science, Economics, or other related fields. 

  • At least two years of working experience in the fields of climate change, sustainable development, international relations, and environmental protection. 

  • Proven experience of work in government authorities and international organizations is considered an asset.

  • Working experience in coordinating the work of state authorities of the Kyrgyz Republic is considered an asset.

  • Working experience in the preparation of analytical reports, briefing notes, scientific articles, and reports on environmental protection, sustainable development, and international relations.

  • Working experience in organizing international events, conferences, and forums.

  • Strong skills in the preparation of speeches and press releases. 

  • Excellent analytical and writing skills.

  • Professional proficiency in Russian, Kyrgyz, and English (both written and spoken), with strong communication skills. 

  • Computer literate with practical experience using Microsoft applications.

  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;

  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

     

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
