Background:

The OSCE Programme Office in Dushanbe is involved in a wide range of activities, ranging from arms control, counter-terrorism and border management projects to disaster risk reduction, good governance, trafficking in human beings and gender equality. The purpose of the OSCE Border Management Staff College, hereinafter referred to as the OSCE BMSC, is to enhance the knowledge of present and prospective mid to senior managers of the border security and management agencies of the OSCE participating States and Partners for Co-operation and to promote greater cooperation and exchange of information among them. It is designed to provide a single point of knowledge delivery, a research and development capacity, outreach activities as well as access to the latest thinking, methodologies, techniques and technology regarding border security and management, within the framework of the OSCE Border Security and Management Concept.

The OSCE POiD Border Management Staff College (BMSC) is looking for two (2) qualified candidates for internships involving administrative and programmatic support within the framework of the College’s project activities.

 Please note that:
• OSCE BMSC internships are full-time;
• OSCE internships will only be offered to national residents of Tajikistan; 
• This internship position is set to last for four months, running from June to September 2025.

Tasks and Responsibilities:

Under the direct supervision of the BMSC Education Officer and National Project Officer, the selected intern will be tasked in providing assistance to the development of the compilation of relevant strategic documents, research analyses and data at the national and regional contexts:

  1. Assisting the project implementation team in preparation and implementation of project activities and development of programmatic documents, including talking points and presentations;
  2. Drafting a range of analytical strategic materials, including research papers, and policy briefs;
  3. Analyzing data and producing visualizations using tools to support evidence-based policy work;
  4. Supporting the preparation of high-level events including regional courses and conferences;
  5. Monitoring regional development on border security related issues and synthesizing insights from media, government sources, and OSCE documentation;
  6. Contributing to public communication and outreach by preparing newsletters, editorials, website updates, and targeted social media content;
  7. Regularly interacting with OSCE BMSC alumni and instructors to develop project impact stories;
  8. Conducting thematic research on regional border security issues and regional cooperation within various OSCE regions;
  9. Maintaining and updating the database of educational programs;
  10. Performing other duties as required.

Necessary Qualifications:

  • Be under the age of 30 years and at least 19 years old;
  • Completed two years of full-time studies from an accredited institution or have completed a first or advanced degree in a field relevant to the OSCE’s mandate no longer than two years ago by the date of the deadline of the vacancy notice;
  • Currently enrolled in the third (3) or fourth (4) year of a bachelor’s degree;
  • Academic background in Political Science, Law, International Relations, or related fields;
  • Relevant research experience, presentation skills, and strong writing abilities;
  • Working knowledge of data and visualization tools that focus on statistical and analysis;
  • English, Russian, and Tajik translation skills;
  • Proficiency in English and Russian (both oral and written), knowledge of Tajik would be considered as an asset;
  • A sound understanding of gender mainstreaming and the ability to integrate this in project management;
  • Relevant knowledge of international organizations or an understanding of the diplomatic service would be an asset;
  • Excellent IT knowledge, familiarity with Microsoft Office and Internet applications;
  • Ability to establish and maintain effective working relations with people from different national and cultural backgrounds, whilst maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

 Preferred:
•    Academic research experience and understanding of the project documents in international organizations;
•    Proven ability to draft policy briefs, conduct interviews, and produce communication materials for diverse audiences;
•    Experience writing and publishing analytical or journalistic content on political, legal, or international affairs topics.

Remuneration Package:

The OSCE is not in a position to pay any remuneration nor reimburse travel expenses. Interns are expected to make their own arrangements for travel, lodging, living expenses and health insurance during the internship period. The selected intern may participate in the group health insurance scheme at his/her own expense, but the OSCE will cover life and accident/disability insurance. If the intern opts to arrange his/her own medical coverage, he/she shall provide evidence of medical coverage for the duty station he/she applies to, and for any eventual duty trip destinations. The internship does not constitute a commitment to future employment with the OSCE.
