Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Programme Office in Dushanbe (POiD) is involved in a wide range of activities, ranging from arms control, counter-terrorism and border management projects to disaster risk reduction, good governance, trafficking in human beings and gender equality. The Materials Management Unit as a part of Fund Administration Unit, is responsible for the efficient and cost-effective management of the Office's material resources, including procurement, asset management, and logistical support. 

The primary objective of the Materials Management Unit is to ensure the timely and cost-effective availability of necessary material resources to support the operations of the Office, as well as ensuing proper application of the organizational policies, identifying gaps and weaknesses in material management, procurement, building management and makes recommendations for improvement; identifying training needs and capacity building requirements for related staff, and proposes revisions/modifications to current procedures and processes, as and when required.


Tasks and Responsibilities:

Under the direct supervision of the Chief, Fund Administration Unit and overall supervision of Head of Office, the successful candidate will be tasked with the following duties:

  1. Planning and managing the procurement of goods, services, and commodities, including the preparation of technical specifications and bidding processes, and the approving of purchase requisitions and purchase orders in Oracle, considering local economic conditions;
  2. Developing and managing Request for Quotations (RFQs), Requests for Proposals (RFPs), and tender documentation;
  3. Asset and Inventory Management: Supervising asset management activities, ensuring optimal and rational use of materials and equipment, proposing standardization and life expectancies, overseeing warehouse maintenance and inventory tracking, and coordinating asset registration in Oracle with the Secretariat;
  4. Supervising the allocation, maintenance, and repair of the Office's vehicle fleet, including fuel usage and record-keeping, and liaising with the OSCE Secretariat on transport-related matters. Ensuring cost-effective use of vehicles in the office;
  5. Proposing the scope of services for maintenance contracts and provide support in the planning and preparation of the budget related to materials management, procurement and logistics;
  6. Supervising the maintenance of all Office premises, assigning work to contractors as needed. Overseeing the Office's travel operations, including ticket purchasing and visa requests;
  7. Liaising with the OSCE Secretariat on equipment and supply matters, and coordinate with relevant units to ensure efficient material management and logistical support for the Office.

Necessary Qualifications:

  • International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;
  • Second-level university degree in business/public administration, logistics and procurement, engineering or related field. A first-level university degree in combination with two additional years of relevant experience will be accepted in lieu of the second-level university degree;
  • Driving license would be an asset;
  • Minimum of two years (four years with a relevant first-level degree) of working experience in any discipline of procurement, logistics management and support (e.g., procurement, mission management, inventory or warehouse management, administration, logistics, engineering) is required, along with two years of progressively responsible international experience in logistics with a specialization encompassing fleet management, asset management, procurement, and building management;
  • International field experience with the UN, OSCE or other international organizations would be a significant asset;
  • Computer literate with practical experience in Microsoft applications is a must;
  • Established organizational, communication and interpersonal skills;
  • Excellent written and spoken communication skills in English;
  • Good knowledge of Russian or Tajik language would be a significant asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

Monthly remuneration subject to social security deductions is about US$ 4,595.00 to which is added Board and Lodging Allowance (currently EUR 134 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment

The OSCE is a non-career organization committed to the principle of staff rotation, therefore the maximum period of service in this post is 7 years.

Please be aware that OSCE appointments are subject to medical clearance. 

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
