The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The OSCE Secretariat’s Department of Management and Finance (DMF) is responsible for managing the material and financial resources of the Organization. The objective of DMF is to provide efficient and effective management of non-staff resources in support of OSCE programmatic activities. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. DMF consists of Budget and Finance Services, Mission Support Section, Information and Communication Technology Section and the Information Security and Co-ordination Unit.
The Budget and Finance Services Section is responsible for co-ordinating and supporting the programme planning and budgeting process in general, including providing policy guidance and support to the Secretariat, OSCE Institutions and Field Operations. The Budget and Finance Services Section consists of the Accounts and Treasury Unit and Integrated Resource Management Unit.
This post is located in the Accounts and Treasury Unit.
Tasks and Responsibilities:
As Treasury Assistant, you will be directly reporting to the Finance Officer and the Chief, Accounts and Treasury Unit will be your second-level supervisor.
You will be responsible for the processing of payment vouchers received in Treasury which include Secretariat and other Executive Structures payroll, travel advances and claims, mission/institutions replenishments, invoices from suppliers etc., entering vendors bank details, customers and banks in the Oracle system, providing support in the maintenance of bank signatory panels for all OSCE executive structures and assisting in the preparation of treasury reports.
More specifically, you will be tasked with the following:
- Processing of payment vouchers received by Treasury including Secretariat payroll, travel advances and claims, mission/institutions replenishments, invoices from suppliers etc:
- Reviewing incoming vouchers for action and prioritizing according to due dates;
- Checking whether bank information is available and complete, and verifying the modality of payment (bank transfer, cheque);
- Liaising with other Units to obtain the beneficiary bank details as necessary;
- Maintaining existing online electronic payment information in SCB Handler and creating new accounts as necessary;
- Preparing and disbursing cheque payments and maintaining records thereof on file and/or in Oracle; - Maintenance of payment methods for monthly payroll:
- Administering payment methods in the Oracle ERP HR Module and maintaining the Supplier/Customer/Bank (SCB) Handler module;
- Review of monthly payroll reports and follow-up action as necessary to resolve open items and clear exceptions; - Entering banking details in SCB Handler:
- Verifying the correctness of bank details;
- Ensuring all necessary documents are uploaded;
- Entering information in the correct format and in accordance with banking processes; - Supporting the maintenance of and updating the bank signatory panels across OSCE:
- Ensuring the completion of all administrative work in liaison with Mission counterparts to maintain up-to-date bank signatory panels; - Administration of Treasury operations and other tasks:
- Undertaking other tasks, on an as needed basis, such as the testing of OSCE system upgrades and the opening/closure of OSCE bank accounts;
- Supporting the Finance Officer and Chief, Accounts and Treasury Unit, with requests from the Internal and External Auditors;
- Performing other related duties as assigned.

Necessary Qualifications:
- Completed secondary education, supplemented by specialized training or formal studies in treasury operations, accounting, financial management or other field relevant to the work;
- A minimum of three years of working experience in the field of finance, preferably part of which should have been in an international environment;
- Ability to work accurately and pay attention to detail;
- Ability to work independently, set priorities and organize work to meet tight deadlines;
- Computer literate with practical experience using Microsoft applications;
- Practical experience with computerized accounting/financial systems. Experience with an ERP software is an asset.
- Excellent written and oral communication skills in English. Knowledge of German or other OSCE official language(s) is a distinct advantage;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Remuneration Package:
Monthly remuneration, subject to social security deduction, is around EUR 3,490 (12 times a year) depending on family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
