Background:

Under the direct supervision of the National Procurement and Materials Management Officer (NPMMO) and general  guidance of the Chief of Fund Administration (CFA), the incumbent is in charge of proper day-to-day management of  transportation services in the Mission to Moldova. This includes coordination of the driving schedules of the Mission  drivers, proper and timely maintenance of the car fleet, monitoring and control of the usage of the official vehicles and fuel  consumed in accordance with the CRMS and of reporting through the electronic fleet management and reporting tools of  the organization, like Fleet-wave, etc.  

To cope with the remaining needs of the Mission for daily transport and the execution of the connected overall transport  businesses, the incumbent is also assigned with an additional driver function.


Tasks and Responsibilities:

Under the direct supervision of the National Procurement and Materials Management Officer (NPMMO) and general guidance of the Chief of Fund Administration (CFA), the successful candidate will be tasked with the following duties: 

  1. Responsible for the day-to-day maintenance of the vehicle/s pool, checking oil, water, battery, brakes, tyres, timely  refueling, performing and/or arranging repairs; preparing vehicles for use, and seasonal changes, ensuring that a vehicle  is fully equipped with necessary vehicle equipment/accessories and maintaining vehicle folders for accurate records;

  2. Driving OSCE vehicles to transport the Head of Mission and participate in the protection and safety of the Head of  Mission; 

  3. Implementing and ensuring compliance with internal OSCE policies and Moldovan traffic rules, including familiarizing  staff with OSCE procedures, conducting driving assessment, and providing training such as winter driving and tyre-change training;

  4. Ensuring that the steps required by rules and regulations are followed in case of vehicle accidents or breakdowns,  providing assistance for recovery and developing/maintaining accident case files; 

  5. Coordinating the work of mission drivers, assisting in performance evaluations, providing feedback, and acting as a  backstopping driver; 

  6. Responsible for the timely registration, de-registration of OSCE vehicles and private cars of international staff, updating  vehicle insurance, and managing electronic fleet management and reporting tools to ensure effective and efficient use of  Mission vehicles; 

  7. Monitoring and reporting on vehicle usage, maintenance costs, and optimize expenses in consultation with the NPMMO  and CFA; supporting in budget preparation related to vehicle maintenance and repairs.

Necessary Qualifications:

  • Completed secondary education supplemented by training in mechanic. Valid driving license minimum category BC.                                     Specialized training in car pool (garage) management would be an asset; 
  • Minimum 4 years experience in transportation and in team leadership in a national or international organization with
    some skills in minor vehicle repair and car maintenance; 
  • Experience driving 4x4 vehicles. Experience driving vehicles with both manual and automatic transmissions; 
  • Computer literate with practical experience with MS Windows applications; 
  • Good working knowledge of English is required. Knowledge of Russian and Romanian languages is required; 
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and
    activities; 
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different
    gender, and diverse political views, while maintaining impartiality and objectivity.
     

     

Remuneration Package:

Monthly remuneration, subject to social security deduction is EUR 660.33. OSCE salaries are exempt from taxation in Moldova. Social benefits include participation in the Cigna medical insurance scheme. 

 

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

Please be aware that OSCE appointments are subject to medical clearance. 

 

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
