Background:

The Transport and Logistics Assistant is located within the Fund Administration Unit (FAU) of the OSCE Mission to Moldova and reports directly to the National Procurement and Materials Management Officer (NPMMO) under the overall guidance of the Chief of Fund Administration (CFA). The incumbent is responsible for the day-to-day coordination of transportation and logistics services in support of Mission operations, including fleet management, vehicle maintenance, transport scheduling, logistical support arrangements and related administrative activities.

The OSCE Mission to Moldova implements the Organization's mandate through programme and operational activities throughout the country. The Fund Administration Unit provides administrative, procurement, logistics, transportation and other support services required for the efficient implementation of the Mission's activities. 


Tasks and Responsibilities:

 

  1. Co-ordinating the day-to-day transport operations of the Mission, including the assignment of vehicles and co-ordination of Mission drivers, ensuring timely, safe and efficient provision of transport services, contributing to the monitoring of drivers’ performance and performing the duties of a Mission driver, including related tasks;

  2. Ensuring the operational readiness and safety of the Mission vehicle fleet, including vehicle inspection, maintenance, repairs, servicing, seasonal preparation and required vehicle equipment and accessories; co-ordinating related services, monitoring service providers and verifying the satisfactory completion of maintenance and repair works;
  3. Maintaining fleet-related administration, ensuring the accuracy and completeness of documentation, data records and electronic management systems, including vehicle registration, de-registration, insurance and other applicable formalities; monitoring vehicle utilization, mileage, fuel consumption, maintenance, incidents and related data, preparing required reports and providing information for control purposes;
  4. Supporting the implementation of OSCE transport policies, procedures and safety requirements and relevant national regulations, including driving tests, training and guidance to Mission personnel, administering transport-related accident and incident cases, including required documentation, reporting and facilitating appropriate action in cases of vehicle breakdowns and other transport-related incidents;
  5. Contributing to fleet and resource planning, including vehicle replacement and disposal requirements, budget preparation and expenditure monitoring, and supporting procurement and contractual requirements related to vehicles, fuel, maintenance, spare parts and other services and supplies;
  6. Providing logistical and other operational support, including support for Mission activities and premises-related requirements; liaising with Mission units, service providers, relevant authorities and other counterparts, and performing other related duties as assigned.

Necessary Qualifications:

  • Completed secondary education supplemented.
  • Valid driving licence (minimum category B and C).
  • Specialized training in mechanics, fleet, transport or logistics management would be an asset.
  • At least a minimum of 4 (four) years of relevant experience in transportation, logistics, fleet management or related administrative support functions; a university degree in a relevant field may be considered as a substitute for up to two years of working experience only to determine eligibility.
  • Experience in coordinating transportation services, vehicle maintenance activities, fleet administration, transport scheduling, and logistics support.
  • Ability to drive and handle 4x4 vehicles.
  • Good spoken and written communication skills in English.
  • Knowledge of Romanian and Russian is required.
  • Excellent communication and interpersonal skills
  • Good computer skills, including practical experience with Microsoft Office applications and electronic fleet management systems.
  • Ability to analyse operational data and maintain accurate records and reports.
  • Demonstrated gender awareness and sensitivity, with the ability to integrate a gender perspective into communication tasks.
  • Ability and willingness to work as a member of a team, with people of diverse cultural, religious, and professional backgrounds.

     

 

Remuneration Package:

Monthly remuneration, subject to social security deduction is EUR 948,16 OSCE salaries are exempt from taxation in Moldova. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. 

 

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

Please be aware that OSCE appointments are subject to medical clearance. 

 

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
