Talent Acquisition and Outreach Officer (S)

The duties and requirements of this seconded (S) position correspond to a P3-level role in the UN common system. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Department of Human Resources (DHR) ensures that the OSCE benefits from a capable and committed workforce that delivers on the security priorities of participating States. DHR provides a range of human resources services throughout the OSCE and is responsible for the development and review of human resources policies.
Talent Acquisition is one of the business units within the DHR. The Unit is responsible for the development, implementation and monitoring of recruitment and selection strategies, frameworks, standard operating procedures and guidelines, related outreach and branding; timely and accurate workforce and recruitment planning; administration of the recruitment and selection procedures for the OSCE Secretariat and for high-level international positions in other OSCE executive structures. It also facilitates exchange with and consultation by OSCE executive structures regarding appointment/assignment of other international fixed-term mission members.
Tasks and Responsibilities:
The Talent Acquisition and Outreach Officer leads the talent acquisition outreach and visibility by managing outreach channels, engaging with key stakeholders, including participating States and partner institutions, and contributing to data-driven improvements of recruitment outreach strategies and candidate pipelines. This involves collaborating with relevant internal stakeholders such as the Communication and Media relation Section, hiring managers, delegations, and external partners to strengthen employer branding, improve hiring pipelines, and ensure effective workforce planning across OSCE executive structures.
The incumbent develops, implements, and manages recruitment outreach and employer branding activities that enhance the visibility of the OSCE as an employer of choice and attract qualified and diverse candidates through digital platforms, events and targeted campaigns.
The Talent Acquisition and Outreach Officer reports to Chief, Talent Acquisition, with Deputy Director of Human Resources as the second-level supervisor.
Duties include:
In consultation with Chief, Talent Acquisition, the Talent Acquisition and Outreach Officer designing, developing and implementing an outreach strategy aimed to promote OSCE vacancies and strengthen talent attraction, ensuring consistency of employer branding across all communication channels; co-ordinating with the Communication and Media Relations Section (COMMS) on the preparation, updating and dissemination of web content and outreach materials;
Developing outreach approaches, guidance and good practices for use by HR practitioners and hiring managers across OSCE executive structures and field operations. Acting as focal point and co-ordinating outreach and visibility efforts, engagement with internal and external stakeholders, including participating States, National Training Institutions and partner organizations; advising and collaborating with the Talent and Organizational Development Unit on internal outreach initiatives related to recruitment, policy and training, including organization-wide communication and engagement efforts on behalf of Talent Acquisition;
Overseeing the development and dissemination of outreach materials, including multimedia content such as newsletters, videos and infographics, and contributing to the management of recruitment-related content across digital and social media platforms;
Planning, organizing and delivering outreach activities, including webinars, virtual information sessions, career fairs, internal and external events, while developing and maintaining strategic partnerships with universities, professional associations and other relevant institutions; collaborating and supporting in the development and implementation of young talent initiatives, including engagement and pipeline-building activities targeting early-career candidates;
Advancing and shaping initiatives to broaden the diversity of applicant pools, including outreach to under-represented participating States, youth and early-career talent, and other underrepresented groups, and developing strategies to support inclusive recruitment outcomes;
Co-ordinating the preparation and dissemination of OSCE workforce planning, in collaboration with the wider Talent Acquisition Unit, for regular distribution to OSCE participating States;
Monitoring, analysing and evaluating website performance, user engagement, and recruitment marketing metrics to optimize the organization’s candidate sourcing platform; identifying trends and providing data-driven recommendations to enhance outreach effectiveness, candidate attraction, and user experience; and preparing analytical reports and briefings for senior management on outreach impact, and return on investment;
Contributing to and providing guidance on recruitment processes, including issuance of vacancy notices, screening applications and coordinating selection processes, while contributing to ensuring that recruitment is conducted in line with OSCE policies and principles, including fairness, transparency and diversity, and that outreach efforts effectively support diverse and qualified candidate pipelines.

Necessary Qualifications:
- First-level university degree in Human Resources, Media and Communications, Marketing, Business Administration, Public Relations, International Relations, Social Sciences or a related field;
- A minimum of seven years (five years with a relevant second-level university degree) of progressively responsible professional-level experience in recruitment, outreach, communications, employer branding or a related area;
- Demonstrated expertise in recruitment outreach strategy development, employer branding, and talent attraction methodologies in an international or complex organizational environment;
- Experience providing specialist advice or guidance on outreach and talent attraction practices across organizational units or stakeholders;
- Experience in organizing outreach activities, events or campaigns, including digital engagement and stakeholder co-ordination;
- Good knowledge of latest trends and approaches in talent acquisition, including experience of successful use of outreach activities, branding tools, and social media;
- Excellent oral and written communication skills in English;
- Working knowledge of at least one other language from the OSCE region is an asset;
- Proficiency in digital marketing tools and graphic design tools (Canva, Adobe Suite) is a strong asset;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Computer literate with practical experience in Microsoft applications. Ability to use ORACLE Applications (HRMS module and TALEO) and/or other ERP recruitment systems is an asset.
