General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure 

 

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

  • First-level university education in international studies, public policy, political science or law or related fields;
  • Diplomatic experience or experience working in political affairs with international organizations or governments;
  • Experience in preparing analytical reports;
  • Excellent communication and drafting skills;
  • Knowledge of regional political history and developments;
  • Diplomatic and negotiating skills;
  • Some knowledge of the OSCE principles and commitments

 

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education: First-level university degree in a relevant field

Experience: Minimum 6 years of relevant professional experience

 

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

  • International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;
  • Relevant professional experience in one or more of the following fields: law enforcement, legislative oversight and law-making, security issues;
  • Proven extensive practical experience in project management, including project development, implementation, monitoring, evaluation, reporting as well as project budgets and finances;
  • Demonstrated understanding of the comprehensive approach to security with a track record of promoting and facilitating the approach in practice;
  • Proven skills to manage and lead the diversified and multicultural teams;
  • Good analytical and reporting skills;
  • Proven ability to establish contact and develop relations with governmental and non-governmental organizations, diplomatic missions and other international organizations;
  • Strong communication and interpersonal skills;
  • Good knowledge of gender equality and gender mainstreaming principles and methods, including demonstrated experience of implementing them in practice;
  • Flexibility and ability to work under pressure and within limited timeframes;
  • Professional fluency in the English language, both oral and written; fluency or working knowledge of Russian and/or Uzbek is an advantage;
  • Ability to operate Windows applications, including word processing and e-mail.

Desirable:

  • Work experience in Central Asia or the Commonwealth of Independent States;
  • Previous experience in OSCE or other international organization’s field operation/office.

 

Tasks and Responsibilities

Under the direct supervision of Head of Mission, the incumbent is responsible for:


1. Advising the Head of Mission on the issues related to Politico-Military Dimension (PMD) within the Mission mandate;
2. Leading the strategic planning and managing the project portfolio in the field of PMD;
3. Leading the allocation of resources for the PMD programme through the programme budgeting process, and monitoring resources’ utilization;
4. Ensuring the full implementation of the PMD Activities programme in compliance with the OSCE’s Common Regulatory Management System (CRMS)
5. Creating and enabling environment for successful project implementation;
6. Representing the PCUz in general and PMD in particular at meetings and events as required, including in an active role (speaker, moderator, chairperson, etc.);
7. Assessing and preparing reports on PMD issues relating to the Mission mandate;
8. Designing, drafting (narrative and financial), developing, coordinating and implementing projects and activities in the field of PMD;
9. Liaising with international organizations and agencies on issues in the field of PMDs;
10. Facilitating contacts and promoting information exchange on these issues with national stakeholders, including, but not limited to representatives of authorities, academia, business community and NGOs;
11. Assisting in arranging OSCE regional events, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
12. Supervising at least five Mission Members;
13. Replacing the Head of Mission during his/her absence;
14. Performing other duties as required by the Head of Mission.
