Background:
The Organization for Security and Co-operation in Europe (OSCE) is an intergovernmental organization composed of 57 participating states from Europe, Central Asia, and North America. Its primary objective is to foster security, stability, and democracy through dialogue, cooperation, and the implementation of shared principles and commitments among its members. The OSCE addresses a broad spectrum of issues, including arms control, human rights, conflict prevention and resolution, as well as economic and environmental security. Its activities encompass monitoring elections, facilitating negotiations, and promoting human rights and democratic values.
In Tajikistan, the OSCE is represented by the Programme Office in Dushanbe (POiD), which engages in various initiatives aimed at enhancing stability, security, and democratic development. Key focus areas for the POiD include conflict prevention and resolution, border management and security, gender empowerment, and promoting good economic and environmental governance. The Office implements its activities across three dimensions: the Political-Military Dimension, the Economic and Environmental Dimension, and the Human Dimension. The Office of the Head of Office is a key department within the OSCE POiD, focused on delivering effective leadership in the planning and execution of the Office's mandate.
Tasks and Responsibilities:
Under the direct supervision of the National Programme Coordination Officer, the successful candidate will be tasked with the following duties:
- Monitoring and controlling for compliance with the Common Regulatory Management System of the Extra Budgetary Projects, including Financial Administrative Instructions on Extra-budgetary Contributions, specifically for procurement and contracting, asset management, records management and management and administration of implementing partners , OSCE Evaluation Policy and external audit requirements and with multiple Donor contractual obligations and reporting requirements;
- Monitoring and coordinating the acceptance of contributions/pledges and their utilizations;
- Administering effectively and efficiently the ExB-related communication between the POiD and the donors, relevant stakeholders, Secretariat and other OSCE Executive Structures (ESs);
- Providing support and advice to ExB Project teams on all aspects of Project management and phases of the Project management cycle, in close consultation with first and second-level supervisors;
- Advising the Programme/Project staff during the development of the Project proposal (-s), the revision/amendment of the Project proposal, and the Project closure, in close consultation with first and second-level supervisors;
- Collecting and analysing the ExB-related information for the Head of Office visits/meetings/discussions/presentations.

Necessary Qualifications:
- Completion of secondary education, complemented by specialized training in program/project planning, management, and implementation, including financial management;
- A minimum of six years of relevant experience in program/project planning, management, and implementation, including aspects of financial management;
- Strong analytical and problem-solving abilities, along with effective communication and drafting skills;
- Proficiency in office software, particularly Windows and Microsoft applications, with experience using ERP/Oracle systems is considered an advantage;
- Excellent spoken and written communication skills in English and Russian. Knowledge of Tajik is an asset;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Remuneration Package:
Monthly remuneration, subject to social security deductions, is 1,062.33 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
