Background:

The OSCE Programme Office in Dushanbe (POiD) promotes the implementation of OSCE principles and commitments, as well as the co-operation with the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.

The Strengthening Participatory Dialogue (SPD) Unit is the integral part of the Politico-Military Department of the OSCE Programme Office in Dushanbe. The Politico-Military Department of the POiD is focused on support to the host country in the implementation of its politico-military commitments. The work of the SPD Unit is aimed at strengthening dialogue, enhancing the capacities and skills of the stakeholders to maintain constructive dialogue, including support to the international cooperation and exchange of expertise, strengthening policy advisory and regional networking skills of young public servants and officials, as well as contributing to enhancement of the   participatory knowledge and skills of the partners in Government, Parliament, civil society to constructively engage into decision-making processes.
 


Tasks and Responsibilities:

Under the direct supervision of the National Political Dialogue Officer and overall supervision of  the Head of Politico-Military Department, the incumbent will be responsible for the following tasks:

  1. Providing advice on and drafting project proposals, as well as assisting in project implementation, including organizing and handling administrative arrangements for events (trainings, workshops, conferences, roundtables), and drafting monitoring plans for project/program implementation;
  2. Performing research and legal review of documents in Russian and Tajik, summarizing findings in English, maintaining cooperation with other departments of the OSCE Programme Office in Dushanbe (e.g., Human Dimension) on relevant areas, and submitting findings to the supervisor. Regularly following specific legislation, monitoring the media, and providing summaries related to the SPD Project’s activities to the supervisor;
  3. Preparing travel, financial, and administrative documents, and following relevant procedures related to Project implementation in accordance with the CRMS;
  4. Drafting contributions to activity reports, background materials, and other analytical reports as assigned by the supervisor;
  5. Establishing, maintaining, and developing efficient working contacts with government ministries and institutions at mid-level, Parliament, civil society partners, academia, and research institutions;
  6. Attending meetings, relevant thematic working groups, roundtables, workshops, conferences, and other events as assigned by the supervisor, and preparing relevant records (including memos for the file and minutes of meetings organized by the Office).

Necessary Qualifications:

  • Minimum 6 years relevant working experience in working in areas of political and participatory dialogue, expanding participation in decision-making processes, international relations and related areas;
  • Excellent analytical skills (ability to produce background reports, conduct independent research), presentation skills (conduction of training sessions and presentation during the implementation of the Project), communication skills (establish and maintain contact with project partners, civil society, governmental officials), organizational skills (administrative and content-wise preparation of the events);
  • Excellent spoken and written communication skills in English, Russian and  Tajik languages;

     

  • Knowledge on the current situation and challenges in the area of the participation in the political and decision-making processes in Tajikistan and Central Asia;
  • Knowledge of international democracy standards as well as the legal system and election laws of the Republic of Tajikistan;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Computer literate with practical experience in Window and Microsoft applications;
  • Ability to work with people of different nationalities, religions and cultural backgrounds.
     

 

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,062.33 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

Please be aware that OSCE appointments are subject to medical clearance. 

 

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
