General Minimum Requirements
The general minimum requirements for working with the OSCE are:

Field of Expertise Requirements

Education:
Police administrative courses in relevant fields and specialized subject area.
Experience:
Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area.
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
- Proven working experience in combating serious and organized crime, transnational threats, with a particular focus on THB (Trafficking in Human Beings);
- Very good knowledge of organized crime as a phenomenon and practical experiences in conducting and supervising complex, serious, and organized crime investigations;
- Proven experience in managing training courses on serious and organized crime for capacity-building purposes, with a particular focus on THB (Trafficking in Human Beings), and evaluating their effectiveness;
- Ability to provide high-quality technical advice in the development of programmes, methodologies, and policies with a view to enhancing the relevant capacities to tackle serious and organized crime and transnational threats, in the field of Trafficking in Human Beings;
- Proven experience in the design, implementation, and management of training courses on human trafficking for capacity-building purposes. Strong analytical skills and the ability to assess training needs, combined with a strategic approach to ensure the effectiveness of activities and the enhancement of participants' competencies;
- Proven experience in project management (planning, designing, budgeting, management, evaluation);
- Flexibility and ability to work under pressure and within limited time frames;
- Demonstrated ability and willingness to work as a member of a team, with people of different national, cultural, and religious backgrounds, different genders, and diverse political views while maintaining impartiality and objectivity;
- Professional analyzing, drafting, reporting, and presentation skills;
- Professional knowledge in operating Windows applications and e-mail.
Desirable:
- Proven experience in the delivery of train-the-trainer courses on specialized subject areas, particularly in the field of organized crime;
- Proven experience in serious crime investigations, including extensive involvement in investigations related to human trafficking and combating international organized crime;
- Previous liaison experience with non-law enforcement organizations (e.g. municipal and/or governmental agencies, social service bodies, non-governmental organizations);
- Knowledge of regional political history and developments;
- Knowledge of OSCE principles, structures, institutions, field activities, and commitments;
- Practical experience and/or working knowledge of EULEX, UN, NATO/KFOR, EU/EC bodies, as well as local institutions;
- Previous experience working in a capacity-building role in South Eastern Europe.
Tasks and Responsibilities:
Under the direct supervision of the Chief of Section (S3), the successful candidate will be tasked with the following duties:
- Designing and deliver advanced courses for Kosovo institutions on combating organized crime and international human trafficking (THB), incorporating specific training programs that address both theoretical and practical aspects of prevention and action against organized crime and human trafficking;
- Overseeing analyses and reports on systemic serious and organized crime aspects and providing advice and assistance;
- Conducting analysis of information, statistics, and data to identify needs of Kosovo Police (KP) and other responsible institutions in the field of combating serious and organized crime and transnational threats, recommending the course of action to be taken and implementing the action, when required;
- Providing subject matter expertise, advice, and assistance in developing strategies, action plans, and training plans to counter serious and organized crime and transnational threats, with particular attention to Trafficking in Human Beings (THB), by utilizing contemporary investigation methods;
- Providing the supervision, oversight, and guidance to national staff, instructors, and consultants;
- Supporting the Ministry of Internal Affairs (MoIA) and liaising with the local, international, and Government agencies to assist in the implementation of agreed joint strategies and action plans through governance and a delivery model;
- Supervising the implementation of anti-trafficking policies in Kosovo, collecting data, and analyzing criminal trends to identify areas of concern;
- Providing detailed analytical reports to guide the strategic decisions of Kosovo institutions and the international community;
- Producing detailed analyses based on empirical data to support the Ministry of the Interior, the Kosovo Police, and other institutions in decision-making and improving existing policies;
- Drafting project documents and implements projects (sourced internally or externally) through all the stages of the project management cycle, based on the OSCE Project Management Tool Kit;
- Liaising closely with the responsible counterparts in the OSCE Secretariat, as well as neighbouring OSCE field missions, local and international stakeholders of all kinds;
- Drafting high-quality thematic, analytic, and performance reports, as well as other job-related inputs;
- Performing other duties as assigned.
