General Minimum Requirements

The general minimum requirements for working with the OSCE are:

• Excellent physical condition
• Possession of a valid automobile driving license and ability to drive using manual transmission
• Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure 

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

• Graduation from a recognized police training school;
• Negotiating and interpersonal skills;
• Ability to read and utilise maps;
• Ability to perform first aid;
• Regular, active police service experience;
• Very good oral and written English communication skills;
• Knowledge of International Police Standards and human rights. 

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in relevant fields and specialized subject area.

Experience:

Minimum 10 years of diversified police experience, including at least 12 months of operational experience in the relevant fields and specialized subject area. 

 Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

• Proven working experience in the field of combating serious and organized crime and transnational threats;
• Very good knowledge of organized crime as a phenomenon and practical experiences in conducting and supervising complex serious and organized crime investigations;
• Proven experience in the management of serious and organized crime training courses for capacity building purposes and evaluation of their effectiveness;
• Ability to provide high-quality technical advice in the development of programmes, methodologies and policies with a view to enhancing the relevant capacities to tackle serious and organized crime and transnational threats;
• Ability to design, co-ordinate and implement serious and organized crime developmental strategies, action plans and training plans;
• Ability to write high-quality thematic, analytic and performance reports;
• Proven experience in project management (planning, designing, budgeting, management, evaluation);
• Flexibility and ability to work under pressure and within limited time frames;
• Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity;
• Professional analysing, drafting, reporting and presentation skills;
• Professional knowledge in using Windows applications and e-mail

Desirable:

• Proven experience in serious crime investigations;
• Proven experience in the delivery of train-the-trainer courses on specialized subject areas;
• Proven experience in serious crime investigations, including extensive involvement in investigations related to international drug trafficking and combating international organized crime;
• Previous experience working in a capacity building role in South Eastern Europe;
• Previous liaison experience with non-law enforcement organizations (e.g. municipal and/or governmental agencies, social service bodies, non-governmental organizations);
• Practical experience and/or working knowledge of the OSCE, UN, NATO and EU, authority mechanisms and local authorities;
• Knowledge of OSCE principles and commitments, structures, institutions, and field activities;
• Knowledge of South East Europe's regional political history and developments. 

Tasks and Responsibilities

Under the direct supervision of the Chief of Section, the successful candidate will be tasked with the following duties: 

1. Designing and delivering advanced courses for Kosovo institutions on combating organized crime and international drug trafficking, incorporating specific training programs that address both theoretical and practical aspects of prevention and action against organized crime and drug trafficking;
2. Overseeing analyses and reports on systemic serious and organized crime aspects and providing advice and assistance;
3. Conducting analysis of information, statistics and data to identify the needs of Kosovo Police (KP) and other responsible institutions in the field of combating serious and organized crime and transnational threats, recommending the course of action to be taken and implementing the action, when required;
4. Drafting high-quality thematic, analytical and performance reports, as well as other job-related inputs;
5. Providing subject matter expertise, advice and assistance on developing strategies, action plans and training plans to deal with countering serious and organized crime and transnational threats by using contemporary investigation methods;
6. Supporting the Ministry of Internal Affairs (MoIA) and liaising with the local, international and government agencies to assist in the implementation of agreed joint strategies and action plans through governance and a delivery model;
7. Drafting project-related documents and implementing projects (sourced internally or externally) through all the stages of the project management cycle, based on the OSCE Project Management Tool Kit;
8. Supervising, assessing and evaluating the project implementation to ensure efficiency and effectiveness;
9. Liaising closely with the responsible counterparts in the OSCE Secretariat in Vienna and OSCE field missions in the region, external donors as well as local and international stakeholders to assist in the further development of effective serious and organized crime programs;
10. Attending conferences, workshops, training seminars and courses relevant to her/his post as required by the Mission;
11. Performing other related duties as assigned.
