Background:
Strengthening procedural consistency and institutional accountability remains a priority under Albania’s Inter-Sectoral Anti-Corruption Strategy 2024 - 2030 (ISAC) and EU accession commitments under Cluster 1 “Fundamentals.” While the General Directorate of Anti-Corruption (GDAC) within the Minister of State for Public Administration and Anti-Corruption (MAPA) plays a central role in conducting administrative investigations and monitoring the implementation of anti-corruption recommendations, operational procedures and reporting practices require further standardisation to ensure due-process compliance, consistency and traceability across public institutions.
In this context, the OSCE Presence in Albania (PiA) will support GDAC in developing two complementary operational manuals. The first manual will establish step-by-step guidance for conducting administrative investigations, including documentation requirements, practical templates, inter-institutional coordination mechanisms, confidentiality safeguards and record-keeping practices. Its objective is to ensure uniform investigative procedures and improve the quality and reliability of administrative misconduct inquiries.
The second manual will introduce a standardised methodology for monitoring and reporting on the implementation of GDAC recommendations. It will define reporting formats, timelines, performance indicators, institutional responsibilities and internal workflow processes, thereby strengthening follow-up mechanisms and improving accountability.
Both manuals will be developed in close co-operation with MAPA and GDAC and validated through technical consultation meetings to ensure institutional ownership. Upon finalisation, the reporting manual will be accompanied by a short orientation session for GDAC staff to facilitate effective institutional uptake. The intervention aims to institutionalise clear procedural frameworks and enhance GDAC’s operational capacity in line with national reform priorities and international good governance standards.
 

 

Objective of Assignment: 
The selected expert is expected to draft and validate two standardised operational manuals for GDAC to enhance the consistency, traceability and effectiveness of administrative investigations and follow-up reporting.

 

Duration of Assignment:
This consultancy is envisaged to be developed during a period of 3 months starting tentatively from September 2026.

 

Tasks and Responsibilities:
The Senior National Expert on Administrative Investigations and Anti-Corruption Reporting will work in close collaboration with the General Directorate of Anti-Corruption (GDAC) and will be responsible for the following tasks:
A. Preparatory Phase
•    Review relevant legislation, existing GDAC procedures, internal documentation practices and reporting frameworks;
•    Hold initial coordination meetings with GDAC to agree on scope, structure and drafting approach for both manuals;
B. Development of the Manual on Conducting Administrative Investigations
•    Draft a comprehensive Manual for Conducting Administrative Investigations, including step-by-step procedural guidance on initiating, conducting and finalising investigations; documentation and reporting requirements; practical templates and checklists (case registration forms, evidence logs, interview notes, draft report formats, follow-up tools); guidance on inter-institutional coordination, confidentiality safeguards and record-keeping practices; mechanisms to enhance consistency, quality and traceability of administrative investigations etc.;
•    Revise the draft manual based on feedback received during technical consultation meetings with GDAC and MAPA;
C. Development of the Manual on the Methodology and Reporting of GDAC Recommendations
•    Draft a Manual establishing a standardised methodology for monitoring and reporting on the implementation of GDAC recommendations, including standard reporting formats and timelines; performance indicators and follow-up mechanisms; clarification of institutional roles and responsibilities; reporting templates, workflow chart and reporting calendar;
•    Coordinate with the OSCE PiA project team regarding integration of international and regional good practices in the Manual; 
•    Revise the draft manual following technical consultation and validation meetings.
D. Validation and Orientation
•    Present draft manuals during technical consultation meetings with GDAC and relevant stakeholders (minimum one consultation per manual);
•    Incorporate agreed revisions and finalise the manuals for institutional adoption;
•    Support the delivery of one short orientation session for GDAC staff on the use and practical application of the reporting manual;
 


Deliverables:
1. Inception Note
A brief inception note (max. 3 pages) outlining the proposed structure, drafting methodology and workplan for the development of both manuals by 23 September 2026;
2. Draft Manual on Conducting Administrative Investigations
Submission of a comprehensive draft Manual for Conducting Administrative Investigations (approx. 25 - 35 pages), including step-by-step procedural guidance; documentation and reporting requirements; practical templates and checklists (case registration forms, evidence logs, interview notes, draft report formats, follow-up tools); guidance on inter-institutional coordination, confidentiality safeguards and record-keeping practices and mechanisms to enhance consistency, quality and traceability of investigations by 16 October 2026; 
3. Final Manual on Conducting Administrative Investigations
Revised and validated version of the Manual incorporating comments from GDAC and MAPA, ready for design and printing by 30 October 2026; 
4. Draft Manual on the Methodology and Reporting of GDAC Recommendations
Submission of a draft Manual (approx. 25 - 35 pages) establishing a standardised methodology for monitoring and reporting on the implementation of GDAC recommendations, including standard reporting formats and timelines; performance indicators and follow-up mechanisms; clarification of institutional roles and responsibilities; reporting templates, workflow chart and reporting calendar by 20 November 2026; 
5.  Final Manual on the Methodology and Reporting of GDAC Recommendations
Revised and validated version of the Manual incorporating feedback from consultation meetings and integration of international and regional good practices in coordination with the OSCE PiA project team, ready for design and printing by 30 November 2026;  
6. Orientation Session
Support the delivery of one short orientation session (up to 25 participants) for GDAC staff on the practical application of the reporting manual by 11 December 2026; 
7. Participation in Coordination and Validation Meetings
Participation in at least two technical consultation/validation meetings during the assignment period;
 

 

Necessary Qualifications:

  • Education
    •    Advanced university degree (Master’s or equivalent) in Law, Public Administration, Economics, Social Sciences, International Relations, Governance, or a related field;
    Professional Experience
    •    At least 8 years of progressively responsible professional experience in administrative law, anti-corruption, public sector governance, compliance, or related fields relevant to this assignment;
    •    Demonstrated experience in drafting procedural manuals, methodologies, internal regulations, standard operating procedures, or other institutional guidance documents for public institutions.
    •    Previous experience related to administrative investigations, inspection, disciplinary procedures, integrity assessment, or similar administrative control mechanisms will be considered a strong advantage.
    •    Experience in conducting legal or institutional analysis related to administrative investigations, compliance mechanisms or integrity systems;
    •    Experience working with public institutions in Albania;
    •    Experience contributing to monitoring, reporting or evaluation frameworks within public administration is desirable;
    •    Familiarity with EU governance standards or international good practices in anti-corruption is an asset.
    Competencies
    •    Strong analytical, legal drafting and reporting skills;
    •    Excellent written and verbal communication skills in Albanian and good working knowledge of English;
    •    Ability to structure complex procedural information into practical and user-friendly guidance documents;
    •    Ability to facilitate technical discussions and contribute to consultation meetings;
    •    Ability to work independently and deliver high-quality outputs within agreed deadlines;
    •    Proficiency in standard computer applications (Microsoft Office suite).
     

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
