Tasks and Responsibilities:

Under the overall supervision of the National ICT Officer (LAN Systems), the successful candidate will be tasked with the following duties:

1.    Administering LAN services to ensure efficient network operation, including managing user accounts, reviewing backups for completeness and accuracy, monitoring system performance and resources, troubleshooting, managing all networking devices such as switches and fiber optic connections, wireless infrastructure, and other network related devices;

2.    Installing, upgrades, replacing and maintaining LAN hardware and system software;

3.    Performing security-related functions such as password management, encryption, backups, anti-virus protection (updates and upgrades);

4.    Assisting in performing periodic reviews with respect to effective and efficient use of LAN equipment and system software, ensuring that end-user requirements are met and that replacements and upgrades are in place in support of users’ priorities and deadlines;

5.    Providing second-level support to the Help Desk and assisting in resolving server and LAN-related problems; providing training to other ICT staff as required;

6.    Provides first-level LAN support to other ICT staff in OMiK HQ and field locations by offering advice and guidance; travels to these locations as necessary; provides assistance to the VoIP & Internet Security Unit in resolving network problems;

7.    Contributing to the maintenance and updating of LAN related documentation, such as Standard Operating Procedures (SOP); recording hardware/software updates and changes and configuration data; drafting notices and arranging for the dissemination of such information by e-mail to users regarding network developments, wide-area communications interruptions, network availability schedules, new or changed software, and providing specific recommendations for problem resolution and work improvements;

8.    Performing other relevant duties as assigned. May be required to drive official vehicles.

Necessary Qualifications:

  • Completed secondary education, supplemented by technical training in computer programming and computer network applications and/or course work in computer science. Relevant Microsoft and Cisco certifications;
  • A minimum of six years of experience in the installation, maintenance and administration of advanced office computer hardware, software and networking (LAN) equipment, one year of which must have been in administering a Microsoft Windows server based LAN of 50 or more users. Experience in UNIX/Linux based server operating systems is desirable. Experience utilizing current Microsoft Office products and the Windows client operating systems. Experience in identifying, analyzing and resolving hardware and software problems. Computer skills to include latest Windows client operating systems, Microsoft application suites and Windows Server and Active Directory/Exchange environments as well as experience with Cisco LAN devices;
  • Excellent written and oral communication skills in English and local languages;;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Holding a valid driving license, B category.

 

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,246.67 Euro/month. Social benefits will include participation in the OSCE group medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.

 The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
