General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition;
Possession of a valid automobile driving license and ability to drive using manual transmission;
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure.
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
University education in public/business administration, international relations, management or related field.
Excellent organizational skills.
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
A second-level university degree/certified training course in a relevant field desirable. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree.
Experience:
A minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position.
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;
- Previous experience at a relevant managerial level;
- Proven practical experience in the areas covered by the mandate of the OSCE Programme Office in Dushanbe in the politico-military, economic and environmental and/or human dimension of security;
- Previous experience of working with results-oriented strategic planning and budgeting in all phases of project management and evaluation;
- Strong reporting, presentation, communication and drafting skills;
- Ability to produce comprehensive analytical reports including previous international work experience in this area;
- Excellent organizational, diplomatic and negotiating skills;
- Demonstrated ability to lead a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Flexibility and ability to work under pressure and with limited time frames;
- Professional fluency in English with excellent communication (both oral and written) skills;
- Ability to operate windows applications, including word processing and e-mail;
- Demonstrated gender awareness and sensitivity, and ability to integrate gender perspective into tasks and activities;
- Demonstrated ability to lead a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Desirable:
- Knowledge of the local language or most common lingua franca spoken in the mission area (Tajik, Persian or Russian);
- Experience of working in Central Asia and/or knowledge of the region;
- Knowledge of OSCE principles and commitments, the OSCE Competency Model and the OSCE common regulatory management system (CRMS);
- Previous international work experience and/or experience in field missions.
Tasks and Responsibilities
Under the direct supervision of the Deputy Head of Office (DHoO) and overall supervision of the Head of Office (HoO), the Senior Executive Officer performs the following duties:
Supporting Senior Management on all matters related to strategic planning; analyses and evaluates processes with the aim of enhancing programmes within the OSCE Programme Office in Dushanbe and developing best practices in this respect;
Supervising, supporting and co-ordinating the work of all units and services under the Office of the Head of Office;
Under the direction of the DHoO and in close co-operation with Heads of Departments and the Chief of Fund Administration, ensuring the timely completion of the annual planning and evaluation processes including the PBPB related documents, Programme and Project Implementation Plans, Project Implementation and Progress Reports and the regular Programme Implementation Review;
Requesting, collating and consolidating input for mission-wide tasks, speeches, talking points, reports, policy and planning documents, and project reports for DHoO and HoO;
Advising and providing technical support to the HoO, DHoO and Programme Managers on the technical aspects of the development, implementation, monitoring and evaluation of project activities within the Office's thematic programmes as well as extra-budgetary projects;
Serving as a Project Manager for all project activities carried out under the Office of the Head of Office Programme;
Liaising, co-ordinating and supporting co-operation between the OSCE and parliamentary, governmental and nongovernmental actors, as well as other international partners in Tajikistan;
Supporting co-ordination and communication with the other OSCE field operations in Central Asia;
Directly supervising up to ten national staff members in the performance of their duties;
Performing other duties as required.
