The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.

Please note that this is an extra-budgetary post and initial appointment will be until 31.12.2021. Further extension of the post is subject to availability of extra-budgetary funds.

Tasks and Responsibilities:

Under the direct supervision of the National Security Officer, and close supervision of Security Officer, the successful candidate will be tasked with the following duties:

  1. Following specific instructions, supporting the BMSC Director in tasks related to ensuring the security and protection of persons and property at the Border Management Staff College and the OSCE Programme Office in Dushanbe (POiD);
  2. Managing access control, receiving and registering external visitors;
  3. Verifying that all persons entering the buildings display their ID card, checking the expiry date of the ID card;
  4. Ensuring that visitors entering the building receive a temporary Visitors Pass. Upon guidance is asked to check visitor with metal detector;
  5. Outside normal working hours maintaining the register of persons and vehicles entering and leaving the buildings or parking lot;
  6. Reporting on any unusual incidents to the supervisor;
  7. Conducting regular patrolling of all POiD facilities, floors and offices, in particular after business hours. Patroling at random intervals inside/outside of various buildings. Reporting suspicious and unusual circumstances or situations;
  8. Maintaining radio communications with teams outside Dushanbe and inside Dushanbe in emergency with the help of designated communication means;
  9. Conducting radio checks with BMSC and OSCE staff members as per instruction;
  10. Checking the closure of all BMSC and OSCE vehicles after COB and regular patrolling of OSCE parking lots;
  11. Monitoring CCTV system, by thus controlling premises and ground, including parking by checking by ensuring that the premises are locked after working hours, the main entrance door is kept under observation at all times and outside lights are switched on in the evening;
  12. Performing fire patrols and participating in fire drills, in emergency situations, assists in fire fighting activities. Acting as fire warden in case of fire in BMSC and OSCE facilities; 
  13. Ensuring that fire escapes are accessible, that fire alarms and fire extinguishing equipment is functioning and easily available and in case of a fire assist with fire fighting services. In co-ordination with the staff members ensuring that non-essential electrical equipment, such as coffee machines, ventilators, the stove, etc, are turned off. Ensuring that the generators at the Headquarters are immediately put into operation in case of electricity shortages;
  14. Taking care of the first response in cases of fire and bomb threats as regulated in emergency plan;
  15. In case of burglary, the incumbent shall attempt to prevent a break-in or, immediately call on the security staff of the governmental area for reinforcement. All such attempts must immediately be reported to Head of Office and the Security Officer;
  16. Being at a full volume duty when official receptions and other such events take place at the Mission Headquarters;
  17. Performing other simple security-related duties, as required by the supervisor.

Necessary Qualifications:

  • Completion of secondary education;
  • Minimum two years of military/police service. Knowledge of basic security methods and practices to perform the limited intervention assignments;
  • Basic knowledge of fire fighting and defensive actions;
  • Previous training with the military or police would be an asset. Knowledge of security and safety regulations, procedures and methods of the OSCE;
  • Ability to communicate effectively and with tact, to use fire extinguishing equipment;
  • Very good knowledge of Russian and excellent knowledge of Tajik is required. Knowledge of English is preferable;
  • Physical fitness;
  • Driver's license is required;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Monthly remuneration, subject to social security deductions, is 445.83 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
