Background:
Under the general supervision of the Deputy Head of Mission (DHoM) and direct supervision of the appointed Security Focal Point the incumbent safeguards the staff, visitors and property of the Mission (Chisinau premises).
Tasks and Responsibilities:
Under supervision, with specific instructions, the incumbent ensures the security and protection of persons and property in
the OSCE Mission:
1. Acts as Security Guard Entry point:
- Screens all persons entering the OSCE premises; admits visitors to the office premises only upon checking the identification cards and issuing OSCE Badges in accordance with the appropriate protocol and security instructions;
- Maintains the Mission Members and Visitor Log on entries and exits of the visitors by completing the name of the visitor, the time he/she enters and leaves the office, and the name of the mission member he/she visited;
- Prevents entry to OSCE premises of unknown persons, if necessary, after referral to a higher level authority.
2. Patrols and guards the office premises, entry and exit points:
- Opens the OSCE Premises; checks the night video recording and informs the Security Focal Point in case of any incidents/occurrences identified; produces written reports on these cases and files them in the folder kept at the Reception;
- Closes the OSCE Premises; checks that all office machines, air conditioning and lights are turned off and windows are closed in the open area spaces (toilets, corridors, conference rooms, kitchen after working hours;
- Monitors video surveillance systems; Reports any suspicious and unusual situations to the Security Focal Point, drafts and files written reports on these;
- Controls admissions and movements of OSCE property into and out of the premises;
- Conducts regular patrolling of all OSCE facilities, and offices, during and after business hours; checks at random intervals the building cleaning ladies cleaning up the offices;
- Responds to emergencies affecting the safety and security of personnel and premises and notifies the Security Guards of the Building and Security Focal Point of the Mission;
- During non-business hours acts as the first point of contact, performs receptionist switchboard duties; registers the persons and vehicles
entering/leaving the office premises and parking lot;
- Works as a back-up driver, if needed;
- Performs other duties as assigned.

Necessary Qualifications:
- Secondary Education;
- Driving licence and ability to drive 4 wheels drive vehicles with manual and automatic gear boxes;
- Minimum one year experience in security functions in a big private enterprise, bank, national or international organization;
- Working knowledge of English and fluency in Romanian and Russian;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Monthly remuneration, subject to social security deduction is EUR 647.58 OSCE salaries are exempt from taxation in Moldova. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

Please be aware that OSCE appointments are subject to medical clearance.
The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
