Background
The OSCE Support Programme for Ukraine (SPU) has been established in order to continue supporting the Ukrainian Government’s reform efforts and mitigating the increased risks to civilians caused by the war against the country. The objective of the SPU - and therefore of all its projects - is to support Ukraine across all three OSCE dimensions on the government’s reform efforts and on the evolving risks to civilians caused by the war, thus ensuring that the OSCE’s work conducted over the past three decades and in the future, continues to impact positively the institutions and people of Ukraine and that Ukraine’s comprehensive security is enhanced in line with the OSCE commitments.
The incumbent works within the extra-budgetary (ExB) SPU project under the OSCE Conflict Prevention Centre (CPC) at the Secretariat (SEC). The SPU runs until 31 July 2025 and is planned to be extended for another three years. The post extension is subject to the availability of funds as well as the extension of the project duration.

Tasks and Responsibilities
The Security Guard acts under the general supervision of the OSCE SPU Security Officer and direct supervision of the Security Security Assistant and is tasked with the following:
1. Acting as a Security Guard at the SPU duty station entry points by:
- screening all people, permitting access to the premises to holders of valid IDs, commercial representatives, staff members and visitors;
- requesting identification and authorization for entry from unknown visitors and, if necessary, preventing entry after referral to a higher-level authority;
- arranging for parking of vehicles in front of OSCE premises.
2. Patrolling and guarding the buildings, entry and exit points and grounds in accordance with standing patterns, time limits and special instructions by:
- conducting established fire and safety patrols throughout the buildings, monitoring the fire alarm and CCTV/video surveillance systems, inspecting and reporting fire hazards, defective technical installations, lighting, alarm systems, reporting to immediate supervisor any unusual circumstances;
- conducting patrols during business hours and checking that the entrances of buildings and doors of vehicles are secured.
3. Performing other duties as assigned:
- replacing switchboard operator during working hours;
- providing staff members’ telephone numbers upon request to senior staff in line with the set procedures;
- in case of power cuts, operating generators;
- if unusual circumstances arise, the incumbent may have to take decisions from among few alternatives such as refusing entry to someone unable to produce proper identification, or deciding what steps to take during an emergency, administer first-aid treatment or referring the case to a medical doctor or to a hospital.
Necessary Qualifications
- Completed secondary education, supplemented by the specialized security training / police training, military service or similar.
- Minimum of two years of directly related work experience.
- Knowledge of security rules and regulations.
- Knowledge of first-aid treatment’s administration, the use of emergency equipment, firefighting equipment, CCTV systems and other security related equipment.
- Working knowledge of English in addition to excellent oral communication skills in the Ukrainian language.
- Computer literate with practical experience using Microsoft applications.
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
- Ability and willingness to work as a member of team, communicate effectively and with tact, as well as work under stress and co-operate effectively with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Remuneration Package
Monthly remuneration, subject to social security deductions, is USD 999 as per the relevant OSCE salary scale; the salary payment is effected in EUR. Social benefits will include participation in Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Appointments are normally made at step 1 of the applicable OSCE salary scale.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
