Background Information
The Support Programme for Ukraine (SPU) has been established in order to continue to support the Ukrainian Government’s reform efforts, provide a platform for continued Ukrainian efforts in implementing OSCE commitments.
The Security Consultant, who will be stationed in Kyiv, will work under the direct supervision of the Senior Security Officer and will be responsible to fully support the SPU Security Unit in co-ordination and implementation of all physical security measures related to security/crisis readiness and their prevention at the location / presence.
Please note that this is a short-term consultancy assignment of up to 60 working days within 3 months duration with the possibility of extension.
Tasks
Under the supervision of the Senior Security Officer, the Consultant will perform the following tasks:
1. Assisting the SPU in running day to day security operations and the execution of all responsibilities with regard to the security of staff and property by:
- Gathering, processing and analyzing all relevant Security Information in support of the OSCE Security Management System as required.
- Preparing and revising Security Threat Information (STI), Security Risk Assessments (SRA) for OSCE SPU operations and specific projects.
- Assisting in establishing, running and maintaining a security warden system in Ukraine.
- Providing physical safety and security to visiting or resident OSCE / SPU and any other OSCE VIPs in Ukraine as required.
- Attending security meetings and briefings, if and when required.
- Maintaining regular and close contact with the Senior Security Officer and the OSCE SPU Security Team.
- Assisting with providing security trainings, if and when required.
- Supporting to establish and maintain a working relationship with relevant security actors within the area of responsibility.
- Supporting and advising OSCE Security Assistants and two Security Guards as assigned as well as if and when required.
2. Providing support in the development and upkeeping of a Security Management System by:
- Supporting the development and maintenance of relocation and evacuation plans and ensuring that they are current, feasible and regularly evaluated, if and when required.
- Supporting the development as well as upkeeping up-to-date security and contingency plans, security listings of staff, updating information related to OSCE offices and residences and running a warden system.
- Providing support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation to newly assigned OSCE personnel, if and when required; conducting regular security briefings.
- Maintaining and updating contact lists of all local authorities, local emergency and support units.
- In co-ordination with the Senior Security Officer as well as OSCE SPU IT, ensuring that emergency communications systems are periodically checked and serviced to determine if system is functioning properly.
- Assisting in running, monitoring and ensuring physical security measures for premises as well as mobile security requirements; rendering related advice and support.
3. Assisting in adequate security documentation as well as security reporting of security incidents affecting OSCE personnel, offices and assets by:
- Drafting reports on analyses and supporting to establish, run as well as maintain a system for classifying and storing sensitive information and mapping of security incidents affecting OSCE system personnel, assets and operations; conducting security surveys of residents and duty station premises to ensure adherence to health and safety procedures.
- Supporting the security reporting regarding security incidents involving staff members; investigating and preparing incident reports, if required; providing possible guidance and recommending further action or intervention when appropriate i.e. incidents involving OSCE vehicles, traffic accidents, criminal acts, etc.
4. Execute other security related tasks (including special projects), if and when required.
Necessary Qualifications
- First level university degree in security studies, risk, disaster or emergency management, social/political science, military science, public administration, law enforcement, law or related field, or related extended professional experience.
- Minimum four years of progressively responsible experience in security or risk management in a government, police, military, public or private sector context, including at the international level.
- Excellent knowledge of English including excellent communication and drafting skills; advanced knowledge of the Ukrainian / Russian language.
- Driving license categories B, C/C1.
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
- Computer literacy.
Remuneration Package
Remuneration will be in accordance with the OSCE Support Programme for Ukraine established consultancy rates.
