Background:
Background
The OSCE Presence in Albania supports national authorities and other relevant stakeholders in strengthening the prevention of trafficking in human beings, the identification, assistance and protection of victims and the investigation and prosecution of trafficking offences. Its work is guided by OSCE commitments and relevant international standards, with a particular focus on promoting human rights-based, gender-sensitive, child-sensitive and victim-centred approaches.
In co-operation with national institutions, civil society organizations and international partners, the Presence provides policy advice, technical assistance and capacity-building to strengthen Albania’s anti-trafficking response. This includes supporting the development and implementation of legislation, national strategies and operational frameworks; strengthening institutional capacities and multidisciplinary co-operation; and promoting evidence-based approaches to addressing existing and emerging forms of trafficking.
To support these efforts, the OSCE Presence in Albania seeks to enrich the roster of qualified national experts with specialized knowledge and experience in combating trafficking in human beings. The roster will provide access to expertise across the areas of prevention, protection and prosecution, including policy development, research and analysis, institutional and operational assessments, capacity-building and the development of specialized tools and methodologies.
Experts included in the roster may be engaged for specific tasks, depending on the needs of the Presence, their respective areas of expertise and the availability of resources. Tasks may involve providing technical advice, conducting research and assessments, developing policy and operational recommendations, preparing training and guidance materials and designing or delivering specialized capacity-building activities for relevant national and local stakeholders.
The update of the roster aims to facilitate the timely identification and engagement of qualified experts to support the Presence’s ongoing and future anti-trafficking activities.
 

Objective of Assignment: 
The objective of this call is to extend the roster of qualified local experts who can provide specialised technical assistance, advisory services, analytical work and capacity-building support in combatting trafficking in human beings, in line with OSCE commitments in the area and Albania’s national priorities.

 

Duration of Assignment:
The duration of the consultancy will vary based on the specific assignment.

 

Tasks and Responsibilities:
1. Policy development and technical advisory support
Provide expert advice and technical assistance in the development, review and implementation of anti-trafficking legislation, policies, strategies, action plans, institutional frameworks and operational procedures, in line with international standards and relevant OSCE commitments.
2. Research, analysis and assessment
Conduct research, comparative studies, needs assessments and analytical reviews on human trafficking trends, emerging forms of exploitation, institutional responses and relevant international practices. Identify gaps and formulate evidence-based recommendations to strengthen prevention, protection and prosecution.
3. Capacity-building and professional development
Design, develop and deliver specialized training programmes, workshops, simulation-based exercises, mentoring and other capacity-building activities for law enforcement, prosecutors, judges, labour inspectors, social services, victim protection professionals and other relevant stakeholders.
4. Strengthening operational and institutional responses
Provide technical expertise to strengthen institutional capacities, operational procedures and multidisciplinary co-operation in human trafficking prevention, victim identification, referral, assistance and protection, as well as investigation and prosecution. Support the development of inter-agency and international co-operation mechanisms.

Deliverables:
1. Technical assessments, policy papers, draft or revised legal and policy documents, written recommendations and contributions to national strategies, action plans and operational frameworks, as specified in individual assignments.
2. Research reports, comparative analyses, needs assessments, analytical briefs and other technical reports, including findings and recommendations, as required by the specific assignment.
3. Training curricula, agendas, presentations, training manuals, case studies and practical exercises developed; training and capacity-building activities delivered; and training reports, including participant feedback and recommendations for follow-up, submitted as applicable.
4. Institutional and operational assessments, draft or revised procedures, technical guidance, practical recommendations and proposals for strengthening co-operation and operational responses, as required by individual assignments.
 

Necessary Qualifications:

  • •    Advanced university degree (Master’s degree or equivalent) in law, criminology, human rights, social sciences, international relations, public policy or another relevant field. A first-level university degree in combination with additional relevant professional experience may be accepted in lieu of an advanced university degree.
    •    A minimum of five years of relevant professional experience in combating trafficking in human beings or closely related fields, including at least one of the following areas: prevention, victim identification and protection, investigation and prosecution, policy development, research and analysis, or capacity-building.
    •    Demonstrated knowledge of international and regional legal and policy frameworks, standards and good practices related to combating trafficking in human beings, including relevant United Nations, Council of Europe and OSCE instruments and commitments. 
    •    Excellent command of English and Albanian languages, both written and spoken.
    •    Proven expertise in at least one of the following areas:
    -    Development, review and assessment of anti-trafficking legislation, policies, strategies, action plans and institutional frameworks.
    -    Research, data analysis, needs assessments and evaluation of anti-trafficking policies, programmes and institutional responses.
    -    Prevention of human trafficking, including awareness-raising, addressing vulnerabilities and reducing risks of exploitation.
    -    Victim identification, referral, assistance and protection, including the application of human rights-based, gender-sensitive, child-sensitive, trauma-informed and victim-centred approaches.
    -    Criminal justice responses to human trafficking, including investigation, prosecution, evidence collection, international judicial co-operation.
    -    Design and delivery of specialized training, mentoring, simulation-based exercises and other capacity-building activities for relevant institutions and professionals.
    •    Demonstrated experience in preparing analytical reports, technical assessments, policy recommendations, training materials, operational guidance or other relevant professional outputs.
    •    Proven ability to work effectively with government institutions, criminal justice authorities, civil society organizations, international organizations and other relevant stakeholders.
    •    Excellent analytical, drafting, communication and presentation skills, including the ability to translate complex technical issues into practical recommendations and capacity-building interventions.
    •    Experience in developing and delivering training programmes, including training-of-trainers, practical exercises and simulation-based training.
    •    Previous experience working with the OSCE, United Nations, Council of Europe, European Union or other international organizations.
     

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
