General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure


 

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in public/business administration, management, finance, personnel management or related field or proven professional experience in all aspects of general administration (personnel, finance, etc.) 
  • Very good organisational skills

 

Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:

 

Education:

  • First-level university degree in political science, public/business administration, management, finance, personnel management or related field(s)

 

Experience:

  • Minimum 6 years of relevant professional experience


 

Mission Specific Requirements
Additionally, this particular post has specific requirements:

 

Mandatory:

  • A minimum of six years of progressively responsible experience in protocol, public information, external relations or a related area;
  • Experience in organizing events/meetings in an international setting;
  • Professional fluency in English, with excellent communication and drafting skills;
  • Excellent presentation and diplomatic skills;
  • Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Cultural sensitivity and political judgement;
  • Ability to operate windows applications, including word processing and e-mail.

 

Desirable:

  • Experience in the specific area of protocol, in a multi-lateral setting;
  • Working knowledge of Ukrainian and/or Russian language(s).

 

Tasks and Responsibilities

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. We encourage qualified applicants, especially women to apply for this position.

 

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

 

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

 

Under the direct supervision of the Chief of Staff and within the delegated authority, as Protocol/Visit Officer, you will be responsible for performing the following duties:

 

  1. Providing protocol coverage to meetings and events involving the Chief Monitor, Deputy Chief Monitors, and other SMM senior management, both at and away from the Head Office;
  2. Acting as the focal point in the Office of the Chief Monitor, under the guidance of the Chief of Staff, for ensuring the proper planning, organization and co-ordination of logistical support for VIP meetings and visits to the SMM, including visits from the Secretary General, the Chairmanship, the OSCE participating States, OSCE Secretariat, host government interlocutors, resident diplomatic community, the OSCE Troika and other Heads of Institutions and Structures; providing the necessary protocol and liaison assistance to all stakeholders to settle various matters (administrative and protocol);
  3. Internally, ensuring the necessary planning and decision-making between the Office of the Chief Monitor and relevant SMM units, including inter alia operations, interpretation/translation, and press and public information units, in organizing bi-lateral meetings of visiting officials and delegations from OSCE participating States with the Chief Monitor, senior management and other units of the SMM; co-ordinating logistical requirements to ceremonies and protocol tasks as may be required;
  4. Arranging and co-ordinating all meetings between the Mission officials and local authorities and accompanying the Chief Monitor, as well as visiting delegations, throughout the SMM area as needed to provide protocol assistance;
  5. Advising SMM staff on matters of protocol and related procedures, including developing internal guidance as needed;
  6. Maintaining up-to-date information and records on all visits to the SMM by interested parties;
  7. Performing other related duties as required.
