The OSCE Programme Office in Dushanbe (POiD) promotes the implementation of OSCE principles and commitments. With special emphasis on the regional context, it assists Tajikistan in tackling problems and threats to security, supports conflict prevention and crisis management measures. As such, it works in areas such as border management, police reform, counter-terrorism and small arms and light weapons stockpiling and storage. The Programme Office supports the development of the rule of law and democratic political institutions and processes, including the respect for human rights.
The Project Manager will lead the Extra-Budgetary Project of “Stabilisation of Tajikistan’s southern border region with Afghanistan”. This is placed within the Office of Head of Office. 


Please note that this is an extra-budgetary post and the initial appointment will be until 30 June 2022, subject to extension and pending funding availability. A further extension of the project into Phase 2 is currently in preparation and is also subject to the availability of extra-budgetary funding.

Tasks and Responsibilities:

Under the direct supervision of the Senior Executive Officer, the Project Manager is responsible for the delivery of the project in accordance with the approved project proposal, the successful candidate will be tasked with the following duties:

  1. Ensuring all activities in the approved project document are delivered according to the project schedule and in accordance with the OSCE CRMS;
  2. To this end, developing internal guidance documents within the project to ensure project activities are effectively planned and co-ordinated;
    Acting as the main point of contact with the Tajik Border Troops, Afghan Border Police and the Committee on Emergency Situations and Civil Defense (CoESCD) to ensure their continued support and input to the project activities;
  3. Ensuring the POiD’s senior management are kept regularly informed of the project’s implementation progress and propose recommendations for changes to the project if necessary;
  4. Developing and maintaining close working relations with the Fund Administration Unit to ensure co-ordination between the programmatic and administrative actions;
  5. Developing and maintaining close working relations with the Border Management Unit and the Disaster Risk Reduction Unit to ensure co-ordination of activities and messages with the Tajik Border Troops and CoESCD, respectively;
  6. Ensuring all project staff are managed and utilized in an effective and efficient manner and in accordance with the OSCE Staff Regulations and Rules;
  7. Ensuring all project reporting is submitted to the donor and the OSCE participating States in a high-quality, timely and contractually compliant manner;
  8. Making recommendations to the POiD’s senior management on possible supplementary support for the Tajik Border Troops, Afghan Border Force or CoESCD for funding by other POiD units;
  9. Performing any other tasks as assigned.

Necessary Qualifications:

  • Citizenship of an OSCE participating State, excluding citizenship of or permanent residence of the Republic of Tajikistan;
  • First-level university degree in political science, international relations, business and management, engineering, project management or similar;
  • A minimum of six years of experience in programme or project management, of which at least three years must have been as a project manager on either training and capacity building projects or projects with construction elements;
  • Demonstrated experience of effectively managing medium-sized, multi-national teams;
  • Experience of donor reporting preferred;
  • Professional fluency in English, boht oral and written; Fluency in Russian and Tajik is an asset;
  • A valid driving license;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.


Remuneration Package:

Monthly remuneration subject to social security deductions is about US$ 5176.66 to which is added Board and Lodging Allowance (currently EUR 132 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are made at step 1 of the applicable OSCE salary scale.
