Background:

 

NOTE: Please note that this position is funded under an Extra-Budgetary (ExB) Project which runs until 30 March 2025.

 

The post is located in the Democratic Governance Section (DGS) within the OSCE Mission to Bosnia and Herzegovina’s Human Dimension Department (HDD). It is an extra-budgetary (ExB) post within the project “’Informed citizens and efficient mechanisms to prevent and fight corruption” that is currently envisaged to last until 30 March 2025. In addition to this post, the project also comprises the following ExB posts: National Project Officer (NP2) and Project Assistant (G5). The main objective of the HDD is to support the Mission’s overall mandate in helping to secure a lasting peace in the country. The HDD works towards achieving this objective by, among other things, implementing programmes and initiatives that promote human rights, education reform, rule of law, trust-building, good governance and democratic values.

The main purpose of the post is to is to provide project administrative and logistical support in implementing project activities, including support in organizing awareness-raising and capacity-building events, supporting process delivery, the development and maintenance of databases of information.


Tasks and Responsibilities:

 

Under the direct supervision of the National Project Officer (NP2), and overall supervision of the National Chief of Democratic Governance (NP3), the successful candidate will be tasked with the following duties:

 

1. Supporting project implementation by carrying out logistical and administrative tasks, including planning and execution support, collecting and compiling reports related to project activities and assisting the supervisor in all phases of reporting on project activities; Researching for information and reference material by liaising with counterparts and facilitating their participation, drafting terms of reference for the employment of consultants and implementing partners, representing the project at activities and monitoring their implementation;

2. Performing all administrative tasks in relation to planning and preparation of project activities, keeping track of pending matters as well as on budget and expenditure for specific project outcomes; Assisting in the development and implementation of project meetings, workshops and conferences, organising travel arrangements such as schedules and arrangements for meetings and other events, reservations, budget follow-up;

3. Assisting in procurement-related tasks and responsibilities for project activities. Initiating and following up on actions related to requisitions, recruitment of consultants, training and study tours, purchase of goods and services, initiating payments;

4. Entering relevant data into the Mission’s records and providing related updates to project staff when needed;

5. Drafting routine and non-routine correspondence in English and local language; preparing working documents, summaries of relevant documents, and background material, including concept notes, sections of project reports and briefing papers. Putting documents in adequate style, language and format, proofreading and editing texts for accuracy, grammar, punctuation and style in accordance with standard practices.

Necessary Qualifications:


- Completed secondary education, supplemented by formal studies in law, social sciences, languages or administration/office organisation;

- A minimum of four (4) years of working experience in the clerical/secretarial/administrative field and knowledge of modern office procedures, preferably in an international environment;

- Experience in project management and/or project support;

- Experience in translating documents and reports

- Ability to conduct research and collect information from a variety of sources;

- Professional fluency in English with excellent communication (both oral and written) skills and in the local languages;

- Computer literate with practical experience in Microsoft applications.

 

 

Desirable:

- Knowledge of anti-corruption and democratic governance would be an advantage.

Remuneration Package:

 

Monthly remuneration, subject to social security deductions is 2,362.17 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
