Background:

A vacancy for a local fix-term  Project Assistant G5, has arisen in the Governance in Economic and Environmental Issues Department of the OSCE Presence in Albania.

The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.
Originally established in 1997, today, the Presence’s activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human right, protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.

The post is located in OSCE Presence in Albania in the Governance in Economic and Environmental Issues Department (GEEID) that comprises of three programmatic units. 
Within its purpose to provide assistance and expertise to the Albanian authorities, as well as to representatives of civil society groups, the Governance in Economic and Environmental Issues Department (GEEID) works towards the objectives of supporting Albania to more effectively implement good governance and anti-corruption policies and principles and support the economic development of the country through a comprehensive and cross-dimensional approach.  


Tasks and Responsibilities:

The incumbent reports directly to the Senior Governance Adviser (S2) and the Head of Department (S3) as the second-level supervisor; 
The incumbent maintains regular contacts with all units of the Department, the Project Offices and other offices of the Presence in order to carry out most of the functions and for arranging meetings. The incumbent also contacts other departments, when required, to gather or share information relevant to the Department’s work and in the context of inter-departmental activities. The incumbent contacts civil 
society groups, NGOs and research centers, media and experts in carrying out her/his function of informant on economic and anti-corruption issues. The incumbent also maintains regular contact with government institutions, international agencies, NGOs, as well as with any other consultants, experts and trainers in the fields of local governance, environmental governance and anti-trafficking in human beings. 

1. Assists in preparation or draft design of project documents including budget estimates, implementing and monitoring the cost aspect and the completeness of the work done concerning projects designed and planned by the Department, Head of Mission and OCEEA; provides regular feedback on the various stages of implementation of project activities; summarizes evaluation results and submits suggestions for 
follow-up/improvement at the conclusion of projects; 
2. Assists in monitoring national developments relating to government and donors with regard to local governance, environmental governance, anti-trafficking in human beings and other issues; 
3. Based on own analysis, prepares inputs, comments to reports, on environmental and local governance, anti-trafficking issues and other publications developed by the Presence; 
4. Liaises with national and international consultants, donors’ organizations and Governmental institutions (i.e. national and international governmental officials) in coordination with the NPOs and HoD; 
5. Supports and follows the work of the Consultants (SSA or implementing Partners) in conducting research and analysis; conducting desk review, provides reports or advice on issues pertaining to local governance, environmental governance and anti-trafficking in human beings at central and local level; 
6. Coordinates logistical arrangements (travel organization, authorizations and organization of meetings) and administrative duties (weekly inputs, notes, correspondence, interpretation/translation, etc.) for the NPOs; provides/receives technical information to/from the Project Coordination Unit on local governance, environmental governance and anti-trafficking in human beings issues at central and local level.  
 

Necessary Qualifications:

  • Education: 
    - Secondary education supplemented by specialised training or formal studies in economics, law, public administration, regional planning and development, environmental studies, social sciences or related fields 
     
  • Experience and knowledge/skills: 
    - Minimum 5 years of relevant working experience in good governance, environmental, economy, planning, public administration or related fields with central or local government units, NGOs, and/or international organizations, 
    - Experience in project planning, development, implementation and reporting 
    - Ability to conduct research and collect information from a variety of sources 
    - Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet. 
     
  • Languages: 
    - Excellent oral and written communication skills in English and Albanian

Remuneration Package:

According to the fixed OSCE salary scale, the monthly remuneration for G5 is approximately 1,058 EURO, subject to National Social Security deductions, in line with the Albanian Law.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

This post is currently listed at the G6 grade in the 2021 Post Table and is proposed for a downgrade to G5 in the 2026 Post Table proposal. This vacancy notice reflects the G5-level duties, and the successful candidate will be appointed at the G5 level.

Please be aware that OSCE appointments are subject to medical clearance. 

 

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
