Background:

1. The OSCE Project Co-ordinator in Uzbekistan (PCUz) is mandated to assist the Host Country in its efforts to ensure security and stability, including the fight against terrorism, violent extremism, drug trafficking and other threats; to support the country’s socio-economic and civil society development; to help protect the country’s environment; and to assist the government in the implementation of its commitments taken within the OSCE framework, including those related to the development of civil society. The PCUz’s activities are carried out on the basis of jointly developed programmes and projects.

2. The incumbent is assigned to the Human Dimension (HD), which encompasses human rights and fundamental freedoms, democratic governance and institutions, tolerance and non-discrimination, and the rule of law. Along with other dimensions, HD, in consultation and co-operation with the Government of Uzbekistan, develops projects and activities aimed at assisting the Government of Uzbekistan in meeting its HD commitments through round tables, conferences, training events and other capacity-building efforts.

Other programmatic units in the PCUz are the Politico-Military Dimension (PMD) and the Economic and Environmental Dimension (EED). The OSCE’s comprehensive approach to security involves frequent collaboration across dimensions.
 

Tasks and Responsibilities: 
1. Contributing in conceptualizing, organizing, monitoring and evaluating projects concerning the activities of the PCUz’s HD by liaising with counterparts of the Host Government.
2. Monitoring and co-ordinating project and activity implementation, ensuring adherence to timelines, tracking budget utilization and verifying the timely submission and quality of reports from implementing partners and consultants.
3. Assessing project needs and constraints and suggesting measures to expedite implementation and enhance effectiveness
4. Maintaining regular correspondence and working relations with government officials, state institutions, international and national non-governmental organizations, diplomatic missions and other OSCE institutions.
5. Co-ordinating and collaborating with other OSCE executive structures in implementing HD activities in Uzbekistan and the OSCE region as a whole.
7. Attending seminars, round tables and other events organized by state institutions, CSOs and other partner organizations and prepares relevant memos.
6. Monitoring media coverage and reports from government, civil society and international organizations to identify developments relevant to HD and provides summaries or inputs for internal use.
7. Gathering HD’s contribution to the monthly Roadmap report to the Ministry of Foreign Affairs, the PCUz’s Monthly Activity Report, the PCUz’s Weekly Activity Report, as well as donor and other ad hoc reports.
8. Contributing to briefings and drafting talking points and speeches for the HoO, the Deputy HoO, the HD SPO and NPO; drafting press releases, news items and other public-relations material related to HD’s work. 
9. Performing other tasks as assigned by supervisor. 


Necessary Qualifications:

I.    Minimum Requirements Education:

•    Completed secondary education; relevant specialized training in project management or administration is desirable; 
•    For posts in the General Service category, a university degree may be considered as a substitute for one year of work experience, and a second-level university degree for two years of work experience.

Experience and knowledge/skills:

•    A minimum of six(6) years’ work experience in project management or administration; 
•    Experience in project planning, implementation, monitoring and reporting;
•    Experience working with NGOs, governmental institutions or international organizations would be an asset ;
•    Ability to conduct research and collect information from a variety of sources 
•    Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
•    Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
•    Computer literate with strong skills in Word, Excel, PowerPoint, etc. Experience with Oracle ERP software is an asset.

Languages:
•    Excellent oral and written communication skills in English, Russian and Uzbek.
 

Remuneration Package:

Monthly remuneration, subject to social security deduction, is USD 1 318.00 as per the relevant OSCE salary scale.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

Please note that for this position the OSCE does not reimburse expenses such as travel in connection with interviews, tests, visas and relocation.

 

Please be aware that OSCE appointments are subject to medical clearance. 

 

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
