Programme Assistant (G5)
Background
The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a six-month probationary period.
The incumbent will work in the OSCE Mission to Serbia’s Programme Support and Co-ordination Unit of the Office of the Head of Mission (OHoM).
Tasks and Responsibilities
Under the supervision of the National Programme Co-ordination Officer, the incumbent provides support and assistance in reviewing project proposals, in co-ordinating the preparation of the Mission’s strategic and budget documents, and in providing technical assistance to programmes on project management issues, with a focus on monitoring and evaluation. Specifically, the incumbent is responsible for:
- Assisting in reviewing Unified Budget (UB) and extra-budgetary (ExB) project proposals and reports, to ensure consistency with the Mission’s mandate, strategic direction, programmatic objectives and project cycle management standards and methodology;
- Contributing to the preparation of the Mission’s strategic and budget documents (Programme Outline, Unified Budget Proposal, Performance-Based Programme Report) submitted annually to the OSCE participating States;
- Providing technical support and assistance to project managers in relation to project design, monitoring and evaluation, with particular emphasis on project log frame matrices; assisting the National Programme Co-ordination Officer and project managers in the management of decentralised evaluations; drafting project summary documents and assisting project managers in compiling project reports, crosschecking outcomes and expenditure;
- Conducting background research, synthesising information from multiple sources, and digesting complex documents into easily comprehensible summaries for use by mission members, including Mission leadership;
- Drafting correspondence on the basis of instructions received and/or own knowledge of the work, ensuring adequate follow-up while keeping track of work deadlines and commitments; creating, maintaining and updating office files;
- Submitting Purchase Requests (PRs) and monitoring budget implementation for the OHoM.
Necessary Qualifications
- Citizenship of or permanent residence in the Republic of Serbia;
- Completed secondary education, supplemented by specialized training or formal studies in project management;
- A minimum of four (4) years of working experience in administration, co-ordination and project review processes, preferably in an international organisation setting;
- Experience in project development, implementation, monitoring, evaluation and reporting is highly desirable;
- Ability to conduct research, collect and analyse information from a variety of sources, synthesising it into user-friendly reports and documents;
- Excellent written and spoken communication skills in English and Serbian;
- Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet; Experience with an ERP software is an asset;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate gender and youth perspectives into tasks and activities;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity.

Remuneration Package
The incumbent will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a six-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to OSCE social security deductions, is approximately EUR 1,504.92. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
