The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.

Originally established in 1997, today, the Presence’s activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human rights protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.

A fix term vacancy has arisen in the OSCE Presence in Albania for a Programme Assistant (G5), in the Civil Society and Gender unit within the Democratisation Department.

Tasks and Responsibilities:

Under the overall supervision of the Senior Democratization Officer, the successful candidate will be tasked with the following duties:

  1. Initiating and following procurement related processes and procedures, ensuring that administrative support and procedures are followed and deadlines are met; checking the status of PR/POs, financial status of the projects and reports;
  2. Through research and personal contacts, collecting and analysing information on the Albanian civil society, gender and youth issues and its key players;
  3. Taking action for fulfilling project goals and objectives and also takes part in defining project activities by contributing with own expertise and experience; give input in planning, developing, organizing, monitoring, implementing and follow up of activities of the Civil Society and Gender Unit;
  4. Proposing and drafting visibility inputs for the OSCE initiatives related to civil society and gender, takes photos, draft text for social media posts, follows up the approval chain for publishing and collects data/statistics on the public outreach results in social media. Providing support to the improvement of public outreach using evidenced based approach and conclusions drawn from the stat reports;
  5. Drafting correspondence, internal reports, requests, meeting minutes, and maintains timely the filing system;
  6. Building up and maintaining the database on national and international contacts;
  7. Providing translation in Albanian and English, and interpretation as required, maintains a calendar of events and meetings, establishes and maintains the filing and archiving system of the unit.
  8. Performing any other duties as assigned.

Necessary Qualifications:

  • Secondary education supplemented by specialized studies in social sciences or similar humanistic studies.
  • Minimum four years of work experience in international and/or national organizations or state structures related to civil society and gender issues.
  • Computer literacy with practical experience with Microsoft Office applications and knowledge of social media platforms.
  • Excellent oral and written communication skills in English and in Albanian.
  • Ability to work with people of different nationalities, religions and cultural backgrounds.
  • Must be Albanian nationality and residency.


Remuneration Package

According to the fixed OSCE salary scale, the monthly remuneration for G5 is approximately 969 EURO, subject to National Social Security as per Albanian Law. OSCE salaries are exempt from taxation. Appointments are normally made at step 1 of the applicable OSCE salary scale.
