Background:
A vacancy for a project Procurement Assistant (G5) under fix-term appointment has arisen in the extra-budgetary project “Assisting the National Authorities of the Republic of Albania to Decrease the Risk of Weapon Proliferation and Misuse of Small Arms and Light Weapons (SALW)”.
The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.
Originally established in 1997, today, the Presence's activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human rights protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.
Tasks and Responsibilities:
Under the overall supervision and guidance of the National Project Officer and in close cooperation with the Project Implementation Team, the Procurement Assistant will support the project’s procurement activities through (amongst other):
- Planning and following up all procurement and contractual aspects related to the project in full compliance with the local legislation and OSCE rules and regulations;
- Advising and establishing the appropriate approach, prior to commencing any procurement;
- Preparing procurement plan encompassing needs for project implementation - high value/sensitive goods;
- Carrying out market comparative analysis in order to:
- Identify adequate market supplier capacities;
- Asses price and quality variations/ratios available in the market;
- Make recommendations and inputs for adequate Terms of Reference and / or Goods/Works specifications
- Prepare contracts/agreements for review and approval
- Support procurement processes in all stages of pre-tendering, tendering, contracting and contract management phase
- Identifying and advising management on procurement related risks
- Proposing viable solutions to risks identified in the process of procurement
- Present periodic and on demand reports to National Project Officer
- Other relevant duties as may be assigned
Necessary Qualifications:
- Secondary education, preferably with Bachelor degree or trainings/courses related to procurement
- At least 5 years of relevant work experience in the field of procurement, market research analysis and assessment (mandatory); Procurement related certificates would be considered an advantage;
- Knowledge of procurement regulations, principles of procurement and contractual aspects ( mandatory);
- Experience with procurement risk mitigating methods
- Computer literate with practical experience in MS Office packages and experience with ERP systems
- Negotiation skills, and ability to get a point across clearly and precisely;
- Excellent written and oral communication skills in English including the ability to prepare presentations and reports
- Ability to assess large amounts of information and provide feedback;
- Effectively multi-task and deliver results under tight deadlines;
- Strong analytical and interpersonal skills
Remuneration Package:
According to the fixed OSCE salary scale, the monthly remuneration for G5 is approximately 1,058 EURO, subject to
National Social Security deductions, in line with the Albanian Law.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and
director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected
is normally expected to carry out the contractual obligation of two years.
