Background:

OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on inter-ethnic relations, early warning, the rule of law, democratic governance and transnational threats and organized crime.


Tasks and Responsibilities:

Under the direct guidance and supervision of the Police Training Adviser, the incumbent will be responsible for providing direct support and assistance in the design, development, facilitation, evaluation and administration of all police training activities supported by the Police Development Unit for the Ministry of Internal Affairs (MoIA), more specifically:

  1. Assisting the Police Development Unit (PDU) in assessment of training needs, planning, designing, delivering, evaluating and budgeting for all training activities in accordance with the PDU/Mission objectives, through:
  • Providing educational methodology support for all PDU projects, training activities,  and curriculum design and development of PDU police training courses, ensuring they meet PDU/Mission objectives and international standards for training and development; Proofreading, monitoring and ensuring that all PDU training materials are translated and designed properly before being published; 
  • Assisting the Police Training Adviser in evaluation of training courses and publication material by developing questionnaires and tests, and preparing feedback reports; 
  • Assisting in performing Trainer’s evaluation by monitoring programme implementation and progress, and evaluating trainer’s performance to ensure fulfilment of training course objective and achievement of identified training goals;
  • Conducting Training Needs Analysis (TNA) including independent or joint interviews, visiting training sites, working in close cooperation with the MoIA and or other governmental and International Organization entities;
  • Assisting in delivery of training, mainly Train the Trainer, Curriculum Design and Evaluation Courses.

2. Assisting in design and development of PDU police training courses, publications and comprehensive training materials, including trainer notes, participant’s handouts, Power Point presentations and/or visual aid transparencies, leaflets, by: 

  • Assisting in the development and project management of internal/external publications, fact sheets and annual reports;
  • Conducting analyses and research of policies and procedures; updating and changing national legal documents and ensuring legal compliance of all written materials in cooperation with the National Legal Officer.

3. Performing training related administrative and logistical task, such as: 

  • Hosting hybrid training and virtual meetings moderated by Police Training Adviser using modern  online platforms communication platforms (e.g. WebEx, Zoom);
  • Maintaining and managing the PDU library, training database, hard copy and electronic filing;
  • Performing simultaneous and/or consecutive interpretation for meetings, appointments or other business communication; 
  • Providing translation and/or interpretation of specialized police instructional documents, correspondence and press article, or in a classroom/field training environment from English to local languages and vice versa.

4. Performing other duties as assigned.


Necessary Qualifications:

  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • Completed secondary education preferably supplemented by studies in teacher’s training or Train the Trainers courses, English language courses and other relevant studies;
  • Minimum  four (4) years of relevant work experience, working /assisting on identification, development, design and delivery of training course, preferably in an international organization(s);
  • Experience in editing and publishing training materials;
  • Computer literate with practical experience with Windows applications and with special editing and printing computer software packages;
  • Excellent verbal and written communication skills in English and in local languages; 
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities.

 

Remuneration Package:

Monthly remuneration, subject to social security deductions, is approximately EUR 1,360.00. 

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund. 

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
