Background:

The post is located in the Communications Unit of the Office of Political Affairs (OPA) and Communications (COMMS) known as OPAC. The OPAC Section is a core component of the Head of Mission's Department providing advice, clearance, and oversight of all political and communications related topics for the Mission. Its COMMS Section is responsible for managing OMiK’s communication and media relations activities, as well as for raising the profile of the Mission and highlighting its achievements.

The National Visual Communications Officer plays a crucial role in a Communications Team, creating clear, creative and engaging content for the intended audience. By collaborating closely with the supervisor and the team, he/she takes a lead role in designing products that highlight the Mission’s work, attract new audiences, and contributing to achieving both the Team's and the Mission’s objectives.  

Tasks and Responsibilities:

Under the direct supervision of the National Deputy Spokesperson (NP3 level), the successful candidate will be tasked with the following duties:

  1. Graphic Design: Creating visual concepts using graphic design software to support the OSCE Mission’s communication efforts. Designing PR materials (reports, leaflets, logos, graphics, etc.) needed for effective offline and online communication; 
  2. Photography/Videography: Capturing and editing high-quality photographs and videos to be used on website, social media and Mission events. Preparing visually appealing and user-friendly content combining graphic design, photography and video; 
  3. Brand Development: Developing and maintaining the Organization’s visual identity through consistent design and photo taking; 
  4. Visual Communication and Multimedia: Integrating visual elements to communicate messages effectively by developing illustrations, infographics, and sometimes video, to create engaging visual content;
  5. Print and Campaign Design: Preparing designing (brochures, reports, posters, etc) for printing, providing necessary specifications and guidance. Liaising with & guiding external PR companies to make sure their work aligns with the Organization’s visual identity;
  6. Webpage Maintenance: Taking the lead in keeping the Mission’s pages on OSCE web up to date with high-quality visuals and other content. Requesting webtext updates from Departments when needed.

Necessary Qualifications:

  • First university degree in graphic design, communications, multimedia production or related, supplemented by training or demonstratable professional knowledge in photo/videography;
  • Certification in the subject area, illustrated with the actual professional portfolio;
  • A minimum of two years of professional-level experience in design and photo/videography, and in the field of communications preferably in an international organisation;
  • Extensive experience of graphic and audio-visual production software, multimedia publishing tools and techniques, including the Adobe Suite (Photoshop, Lightroom, Illustrator, InDesign, Premiere, After Effect) or some of its alternatives (Gimp, DaVinci Resolve);
  • Experience with modern design tools like Canva or Figma;
  • Extensive experience with photo/video/audio production (digital cameras & camcorders, microphones, lighting);
  • Excellent oral and written communication skills in English and local languages.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.


Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,609.42 Euro/month. Social benefits will include participation in the OSCE group medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.

Please be aware that OSCE appointments are subject to medical clearance. 

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
