Background:

1.    The post is located in the Conflict Prevention and Confidence and Security Building Department within the OSCE Centre in Ashgabat. 
2.    The department is tasked with implementing the Centre's activities in the PMD of the OSCE by establishing contacts and liaising with relevant officials of the host State and developing, implementing and monitoring activities and projects related to border security and management. 


Tasks and Responsibilities:

Under the overall supervision of the Programme Co-ordinator, the successful candidate will be tasked with the following duties:

  

1.    The Project Officer maintains communication with the government agencies and beneficiaries regarding ExB project proposals and activities. Manages and implements the project “Strengthening Border Service Capacities of Turkmenistan” and develops new project proposals taking into account the findings and recommendations provided in the recent project evaluation report.
2.    Promotes knowledge sharing and continuous learning including testing, evaluating and documenting innovative strategies and best practices internal and external to OSCE, and integrating these as appropriate.
3.    Oversees and co-ordinates the activities connected to procurement, asset management, logistical, financial and administrative issues related to the project. Negotiates the donations of equipment to local Government.
4.    Monitors project implementation through review of interim financial and programmatic progress reports, consolidates and prepares final progress reports for the Senior Management and Secretariat; ensures that donors’ financial and reporting requirements are met.
5.    Supports the Project Manager and Fund Manager in their fundraising efforts by identifying potential donors, preparing proposals including outlining co-financing resources for support to the Centre’s ExB Border Project.
6.    Manages project personnel performance by reviewing their work and providing active and constructive feedback on their performance.

Necessary Qualifications:

Education:

First-level university degree in Social Science, Education, Project management, Business Administration, or International Law and Development. 
A project/programme management certification (such as PMP®, PRINCE2® or MSP®) would be an asset.
Holding a valid driver’s license


Experience and knowledge/skills:

  • Minimum of four years of relevant project management experience or relevant experience in project planning with higher education institutions or technical assistance programmes funded by international donors in the law enforcement field.
  • Experience analyzing and interpreting data and to present findings and conclusions in a form suitable for use by governmental and non-governmental organizations.
  • Professional fluency in English with excellent communication (both oral and written) skills; professional fluency in Russian and Turkmen;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration, subject to social security deduction, is EUR 2,166 (12 times a year). OSCE salaries are exempt from taxation in Turkmenistan. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. 

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

Please be aware that OSCE appointments are subject to medical clearance. 

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
