Background:

I.    Organizational Context
1.    The OSCE Project Co-ordinator carries out projects that include assistance in strengthening legislation; conducting training courses; organizing seminars, conferences and study visits; and giving advice on improving the performance of state authorities, government agencies and civil society organizations.
2.    The National Project Officer coordinates the proper workflow withing the Office of Head of Mission. This involves activities directed to contribute to the effective realization of the mandate related programmatic work of the PCUz and supporting Head of Mission and senior management including tasks of monitoring, research, analysis and reporting. 

II.    Main Purpose
1.    The job requires the ability to facilitate and coordinate activities according to plan assigned by the Head of Mission; the ability to conduct monitoring and reporting activities; drafting papers of a procedural or technical nature; the ability to provide expertise in the development and implementation of policies, programmes and activities, and the ability to provide management support in the relevant field of expertise;

2.    The grade represents professional position with high level independence and experience. 


III.    Work Relationships
1.    The National Project Officer reports directly to the HoM. At the same time, the incumbent co-ordinates and supervises the tasks and activities of the OHoM Programme Associate (G6);

2.     National Project Officer will be provided overall guidance and supervision by the HoM to achieve development goals, working with all stakeholders. The incumbent co-operates closely with all three dimensions, particularly with Senior Project Officers and National Project Officers of the PCUz in order to ensure implementation of the all Programatic Activities in accordance of the vision of the HoM. The incumbent co-ordinates with CFA and other FAU staff to ensure all OHoM activities are planned and implemented in full compliance with CRMS. Moreover, the incumbent liaises with the Ministry of Foreign Affairs, other line ministries and governmental structures as well as other interlocutors to ensure smooth access of HoM to all requested meetings.   Finally, the National Project Officer must maintain a professional relationship with CPC/PESU at the OSCE Secretariat;

Tasks and Responsibilities:

1.    Conduct comprehensive assessments of local, regional, or international developments relevant to the project, including social, political, and economic analyses. Prepare and summarize background information to contextualize the project, advising on implications for planning and execution.
2.    Conducts research and prepares draft background documents, programmatic and ad-hoc reports, writes speeches, talking point, presentations, and other final drafts, as directed by the HoM: provides inputs to a wide variety of documents;
3.    Designs project proposals as directed by the HoM and, once approved, performs all the necessary administrative and/or consultative tasks for the implementation of the project; Maintains continuous co-ordination with other PCUz units for the purpose of effective implementation of the Project Cycle across PCUz;  and maintains overall knowledge of the programmatic work of the PCUz; in co-operation with the FAU, conducts quarterly, or as required, review meetings with Programmes to get a status update on each activity, make sure that planned activities correspond to actual implementation, identifies and discusses problems, challenges, plans next steps and discusses future activities.
4.    Establish and maintains PCUz’ monitoring and evaluation framework, and follows the implementation in close co-operation with programmatic staff and FAU.  
5.    Acts as media and communication focal point of PCUz: coordinates preparations of online and other publications like press releases and media advisories; is primary focal point with COMMS in Secretariat; co-ordinates press conferences and other media events; prepares responses to media inquiries.
6.    Assists the HoM in developing and maintaining contacts with the representatives of the government, civil society organizations, media and international partners in the country; represents PCUz in external and internal meetings by request of HoM, delivers presentations and prepares informative and succinct notes on these meetings and advises on the necessary follow-up activities.

Necessary Qualifications:

Education:
•    University degree in political science, international affairs, legal studies, regional studies, peace and conflict studies, public policy or related areas is required.

Experience and knowledge/skills:
•    Minimum 4 years of diversified and progressively responsible professional experience relevant to the actual position;
•    Prior experience in policy research or analysis, including working on information monitoring, and drafting reports;
•    Experience on working with governmental or international organizations in areas such as security sector, good governance, elections, or economic and political development;
•    Experience in results-based project management;
•    Flexibility and ability to work under pressure and tight deadlines
•    Experience on project management, preferably in international organization; 
•    Advanced computer literacy with practical experience in MS Office (Excel, Word, PowerPoint) including data storage and visualization in Excel;
•    Experience in the legal field is desirable.

Languages:
•    Proven professional-level written and oral communication skills in English, Russian and Uzbek languages.

Remuneration Package:

Monthly remuneration, subject to social security deduction, is USD 2288 as per the relevant OSCE salary scale.

Appointment is normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
