Background:

*Please note that this is a fix-term appointment (LOA) for the National Project Officer, who will be hired as part of an Extra Budgetary Project entitled "Advancing Media and Information Literacy in Kosovo". The duration of the contract will be from the date of hire until 31 December 2026, with the possibility of extension of the satisfactory performance.
 


Tasks and Responsibilities:

Under the direct supervision of the Project Manager (Acting Chief of Media Section, NP2) as a first level supervisor, and to the Deputy Director of the Democratization Department (S4) as a second level supervisor, the successful candidate will be tasked with the following duties:

  1. The incumbent closely collaborates with the ExB Project Assistant for the timely and effective execution of administrative and logistic tasks associated with the Project. The ExB also entails close co-ordination between the Mission in Kosovo, the Ministry of Education, Science, Technology and Innovation (MESTI), MIL local and international experts and relevant local stakeholders. In light of this, he/she will be required to have contacts with various external organizations to co-ordinate schedules of Project activities. In particular, the National Project Officer will be requested to maintain close communication co-ordination with relevant MESTI representatives as well as with direct project beneficiaries, including teachers, young people, municipal officials, etc.
    The National Project Officer is equally required to have contacts with other Mission staff   members within and outside the Media Section to organize meetings, co-ordinate activities, collect and exchange information related to the implementation of the ExB Project. The National Project Officer will be required to maintain close contact with the Department of Administration and Support and the Office of Central Co-ordination.
  2. Co-ordinating ExB project implementation, and ensuring that the project activities are successfully implementing in accordance with the project objective throughout the project cycle, including: meeting relevant interlocutors; designing and implementing action plans and timelines; monitoring budget implementation to ensure compliance with donor requirements and OSCE's policies and procedures; supporting the documentation of the project for monitoring and reporting purposes; advise the Project Manager on Project-related risks, and relevant mitigating measures to be adopted;
  3. Collaborating closely with MESTI representatives to ensure alignment across the project; Establishing and maintaining regular contacts with direct beneficiaries and all other relevant interlocutors involved in the field of advancing MIL in Kosovo;
  4. Drafting activity reports, technical/outcome reports, progress reports as well as the annual final self-evaluation reports. Drafting all additional reports donors might request throughout the project cycle. Co-ordinating the collation of information and the development of knowledge products, resources and publications related to the project;
  5. Co-ordinating and supporting the planning and organization of activities and events, including: preparing and compiling relevant background material and documentation, such as concept notes, agendas/programmes, briefs, etc.; identifying participants; planning and securing the needed logistical arrangements such as accommodation, transportation, translation services etc.; timely reporting and adequate archiving of all relevant activity documents;
  6. Ensuring dissemination of project outputs; supporting communication-related activities, including communications/outreach strategy, and social media to disseminate information and manages the visibility of the project in line with OSCE Mission in Kosovo and donor requirements.

Necessary Qualifications:

 

  • First level university degree in political science, international affairs, media affairs or other relevant discipline;
  • A minimum two years of professional-level experience in project management in media sector with a focus on MIL and freedom of media. Relevant regional and international experience would be considered as a strong added value;
  • Proven knowledge of the media environment in Kosovo;
  • Excellent project management knowledge;
  • Experience working on projects funded by multiple donors;
  • Computer literate with practical experience with Microsoft applications.
  • Excellent oral and written communication skills in English and at least one local language.
  • Driving license "B" category

 

Monthly remuneration, subject to social security deductions is 1,609.42 Euro/month. Social benefits will include participation in the OSCE group medical insurance scheme and the OSCE Provident Fund.

 

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.

Please note that for this position the OSCE does not reimburse expenses such as travel in connection with interviews, tests, visas and relocation. Please be aware that the OSCE does not request payment at any stage of the application and review process.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
