Background:

*Please note that this is a fix-term appointment (LOA) for the National Project Officer, who will be hired as part of an Extra Budgetary Project entitled, 'Strengthening the Electoral Process in Kosovo'. The duration of the contract will be from the date of hire until 31 August 2026, with the possibility of extension subject to the availability of funds and satisfactory performance.


Tasks and Responsibilities:

Under the direct supervision of the Chief of Section (S3) and the overall supervision of Director of the Democratization Department (S4), the successful candidate will be tasked with the following duties:

  1. For the purpose of implementing the ExB Project, the incumbent closely collaborates with the National Elections Adviser, NP3, for technical guidance, and the ExB Senior Project Assistant for day-to-day project co-ordination. S/He also maintains regular working contacts with the Elections portfolio, wider Governance Section staff, the Director’s Office, and other relevant Sections within the Democratization Department and the Mission. These interactions support effective co-ordination of programmatic, administrative, and logistical tasks, including the preparation of project documentation, correspondence, expenditure-related records, and arrangements for the delivery of project activities.
  2. External contacts are maintained with the project beneficiaries, including the Central Election Commission (CEC), the Election Complaints and Appeals Panel ( ECAP), and Civil Society Organizations (CSO), to clarify project outputs, co-ordinate implementation modalities, and ensure the effective execution of project activities.
  3. The incumbent also maintains regular contacts with the Mission Department of Administration and Support and the Office of Strategic Co-ordination, as required for project implementation, particularly in relation to procurement, finance, human resources, and project cycle management processes.
  4. Co-ordinates ExB project implementation, and ensures that the project activities are successfully implemented in accordance with the project objectives throughout the project cycle, including: meeting relevant interlocutors; designing and implementing action plans and timelines; monitoring budget implementation to ensure compliance with donor requirements and OSCE’s policies and procedures; supporting the documentation of the project for monitoring and reporting purposes; advising the Section Chief and Department Director on Project related risks, and relevant mitigating measures to be adopted.
  5. Collaborates closely with the CEC, the ECAP, and CSO representatives, in close co-ordination with the National Elections Adviser, to ensure alignment across the project. Establishes and maintains regular contacts with direct beneficiaries and all other relevant interlocutors involved in the field of elections in Kosovo.
  6. Drafts activity reports, technical/outcome reports, progress reports as well as the annual final self-evaluation reports. Drafts all additional reports donors might request throughout the project cycle. Co-ordinates the collation of information and the development of knowledge products, resources and publications related to the project.
  7. Co-ordinates and supports the planning and organization of activities and events, including: preparing and compiling relevant background material and documentation, such as concept notes, agendas/programmes, briefs, etc.; identifying participants; planning and securing the needed logistical arrangements such as accommodation, transportation, translation services etc.; timely reporting and adequate archiving of all relevant activity documents.
  8. Ensures dissemination of project outputs; supports communication-related activities, including communications/outreach strategy, and social media to disseminate information and manages the visibility of the project in line with OSCE Mission in Kosovo and donor requirements.

Necessary Qualifications:

  • First level university degree in political science, international affairs, or another relevant discipline, preferably with a focus on elections, governance, or democratic processes
  • A minimum of two years of professional-level experience in project management, preferably in the field of elections, democratic governance, public administration, or related areas. 
  • Experience working with electoral institutions or on election-related projects is a strong asset. 
  • Proven knowledge of Kosovo’s electoral framework, institutions, and political environment. 
  • Excellent project management skills, including planning, implementation, monitoring, and reporting. 
  • Experience working on projects funded by multiple donors, including familiarity with donor reporting requirements. 
  • Digital literacy, with practical experience using Microsoft applications.
  • Excellent oral and written communication skills in English and at least one local language.
     

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,609.42 Euro/month. Social benefits will include participation in the OSCE group medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.

Please note that for this position the OSCE does not reimburse expenses such as travel in connection with interviews, tests, visas and relocation. Please be aware that the OSCE does not request payment at any stage of the application and review process.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
