Background:

The OSCE Programme Office in Dushanbe (POiD) is involved in a wide range of activities, ranging from arms control, counter-terrorism, and border management projects to disaster risk reduction, good governance, trafficking in human beings, and gender equality.

The National Project Officer post is located in the Countering Security Threats and Regional Co-operation Unit within the OSCE Programme Office in Dushanbe (POiD)’s Political-Military Department. It is an extra-budgetary (ExB) post within the project “Integrated Co-operation on Explosive Hazards (ICExH) Programme - Phase 4” that is currently envisaged to last three years. 

The Political-Military Department works to promote implementation of OSCE principles and commitments, as well as co-operation of Tajikistan within the OSCE framework, particularly in the first OSCE dimension and supports Tajikistan in its efforts to ensure security and stability through police reform, countering and preventing terrorism and violent extremism, combating organized crime and drug trafficking, tackling other transnational threats and challenges, and addressing OSCE commitments within the framework of the OSCE Forum for Security Co-operation. Within this context, the Countering Security Threats and Regional Co-operation Unit, which implements the project, covers a broad variety of tasks related to tackling transnational threats and challenges, such as arms control and explosive hazards reduction and response.


Tasks and Responsibilities:

Under the direct supervision of the Associate Project Officer  and overall supervision of Countering Security Threats Officer, the successful candidate will be tasked with the following duties:

  1. Contributing to overall management of the project cycle of all explosive hazards reduction and response activities within OSCE POiD under the extra-budgetary project, with limited independence and under guidance and supervision of the Associate Project Officer. This includes budgeting, project identification, development, implementation, monitoring, controlling, and project self-evaluation;
  2. Developing and delivering reports, including periodical analytical reports, and briefings on situation and developments in Tajikistan relating to explosive hazards reduction and response and Mine Action. This includes thorough preparation of briefing material for internal and external use, providing practical technical advice and guidance on explosive hazards reduction and response matters to OSCE POiD staff and other field offices. Contributing to national capacity building efforts on the operational level in accordance with established proposals, policies, and procedures, and the OSCE core values. Provides direct management capacity building assistance on explosive hazards and humanitarian de-mining to the national IP;
  3. Liaising with the key stakeholders, such as government agencies, international organizations, NGOs and other relevant national and regional actors in the field of explosive hazards reduction and response;
  4. Collaborating with the Ministry of Defence of Tajikistan, Commission on Implementation of International Humanitarian Law (CIIHL), Tajik National Mine Action Centre (TNMAC), and other relevant stakeholders in Tajikistan and Central Asia to identify gaps and propose solutions to long-term plans of Tajikistan within the agenda related to the explosive hazards reduction and response field;
  5. Contributing to the development and management of the project by drafting sections of project documents, conducting monitoring and reporting activities, and coordinating various project-related events and activities with internal and external stakeholders;
  6. Supervising relevant financial and administrative documents, coordinating work related to the procurement of goods and services including contracts with implementing partners according to OSCE rules and regulations. In the absence of the Associate Project Officer, performs general supervision over project activities and manages the project.

Necessary Qualifications:

  • First-level university degree in one or more of the following fields: international relations, international law, political sciences, military affairs, project management, economics, disaster risk reduction or other related fields;

  • Formal or informal training in the field of explosive hazards reduction and response;

  • A minimum of two years of experience in one or more fields relevant for the project;

  • Demonstrated experience and knowledge in mine action and/or explosive hazards reduction and response programs in Tajikistan;

  • Demonstrated experience in planning and implementing donor-funded projects;

  • Excellent oral and written communication skills in English, Russian and Tajik language;

  • Proven knowledge of one or more fields relevant for the project;

  • Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet;

  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.


Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,682.08 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

Please be aware that OSCE appointments are subject to medical clearance. 

 

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
