Background:

The Ministry of Transport of the Republic of Tajikistan (MoT) is responsible for constructing and maintaining the state’s road infrastructure. As part of its broader digital transformation strategy, MoT aims to modernize its business processes through information technology (IT), ensuring efficiency, transparency, and accessibility in road asset management. This transformation is being implemented with the support of the State Enterprise "Center for Digitalization of the Transport Industry." To address inefficiencies in data collection and asset monitoring, MoT initiated the development of the KARTATEKA online platform in collaboration with the OSCE Programme Office in Dushanbe (POiD). The platform is designed to provide real-time monitoring of all road assets and equipment across Tajikistan, improving resource allocation, decision-making, and financial oversight.

In 2023, the MoT formally requested POiD’s assistance in developing the platform. By the end of 2024, a functional system was developed, incorporating multiple modules, except for the Accounting Module, which remained incomplete due to budget constraints. Recognizing the importance of a fully operational and integrated financial management system, POiD has committed to finalizing the platform by hiring a specialized IT team, including a National IT Project Manager, to oversee the development of the missing module. The Accounting Module will play a crucial role in ensuring financial accountability, budget tracking, and cost efficiency within MoT’s operations. Its integration into the KARTATEKA platform will enable automated financial reporting, streamline transactions, and improve financial transparency, aligning with international best practices in public sector digitalization.

The national IT Project Manager specialist will be engaged for an estimated period of five months, during which the work will be divided into three key phases. While some activities may run in parallel, the overall process is structured as follows:


1.    Phase 1 – Development of the Accounting Module;
2.    Phase 2 – Testing, Integration with the KARTATEKA System, and Deployment;
3.    Phase 3 – Training and Maintenance.

Upon completion of the project, the national IT Project Manager specialist will provide recommendations to the Ministry’s team to ensure the effective use and sustainability of the newly implemented module. This role is vital in achieving the project’s long-term goals of enhanced efficiency, reduced operational costs, and improved decision-making in road infrastructure management.

 

Objective of Assignment: 

The POiD is planning to hire a National IT Project Manager to supervise the team of IT specialist and lead the development and implementation of the accounting module, coordinating with key stakeholders of the MoT, managing technical aspects, and ensuring alignment with MoT’s strategic objectives. 

 

Duration of Assignment: 5 months

 

Tasks and Responsibilities:

Under the overall supervision of the Acting Head of Department, the successful candidate will be tasked with the following duties:

1. Project Planning & Coordination

  • Developing a detailed project roadmap, including timelines, milestones, and deliverables for each implementation phase;
  • Establishing a clear work breakdown structure for the Accounting Module’s development, testing, and deployment;
  • Coordinating with MoT officials, POiD representatives, and IT specialists to align project objectives with institutional needs.

2. System Development & Integration

  • Overseeing the design and development of the Accounting Module, ensuring it meets the functional and security requirements;
  • Ensuring seamless integration of the module with the existing KARTATEKA system, aligning financial processes with asset management functions;
  • Providing technical guidance to developers and troubleshoot integration issues as needed.

3.Testing & Quality Assurance

  • Supervising system testing, debugging, and performance evaluation to ensure the module functions effectively within the platform;
  • Overseeing user acceptance testing (UAT), gather feedback, and implementing necessary refinements before full deployment;
  • Ensuring compliance with data security standards and MoT’s IT policies.

4.Training & Capacity Building

  • Developing a training program for MoT staff and relevant stakeholders on how to use the Accounting Module effectively;
  • Conducting workshops and training sessions to build the capacity of the MoT’s IT personnel in managing and maintaining the system;
  • Providing documentation and user manuals to support smooth adoption.

5. System Deployment & Maintenance Strategy

  • Overseeing the go-live process, ensuring smooth deployment and transition to operational use;
  • Developing a maintenance and support framework, ensuring sustainability beyond the project duration;
  • Providing technical recommendations to MoT’s IT team for future system enhancements.

6. Reporting & Compliance

  • Preparing regular progress reports on project status, risks and mitigation measures for MoT and POiD;
  • Ensuring budget adherence and resource allocation align with project goals;
  • Maintaining compliance with national IT regulations and international best practices in digital transformation.

Deliverables:

1. Project Planning & Coordination

  • Functional accounting module developed and integrated into the KARTATEKA online platform with full compatibility to existing modules;
  • Technical documentation (system architecture, functional specifications, and user manuals) prepared and submitted;
  • Beta version of the accounting module available for testing within two months of the project start.

2. System Development & Integration

  • Successful integration testing completed, ensuring seamless data exchange between the accounting module and the existing KARTATEKA system.

3. Testing & Quality Assurance

  •  At least three rounds of system testing conducted, including bug fixes and performance improvements;
  • User Acceptance Testing (UAT) completed with documented feedback and refinements implemented.

4. Training & Capacity Building

  • At least 20 MoT staff members trained on using the system through structured training sessions;
  • Training materials, manuals, and video tutorials developed and handed over to MoT;
  • Pre- and post-training assessments conducted, demonstrating at least a 70% improvement in user proficiency.

5. System Deployment & Maintenance Strategy

  • Fully operational accounting module deployed within five months and made accessible to all relevant MoT departments;
  • Helpdesk and troubleshooting guidelines developed for post-deployment support;
  • Final evaluation report prepared with recommendations for system maintenance and future improvements.

6. Reporting & Compliance

  • Bi-weekly progress reports submitted to POiD and MoT, documenting key achievements, risks, and mitigation measures;
  • Final project report delivered, summarizing completed work, system performance, and user feedback.

Necessary Qualifications:

  • Bachelor’s or Master’s degree in Technical Sciences, Information Technology, Computer Science, or a related field; 
  • Minimum of 10 years of experience in IT project management;
  • Strong background in transport sector digitalization and automation; 
  • Expertise in software development, system integration, and digital transformation initiatives;
  • Knowledge of ERP systems, financial module development, database management, and IT governance frameworks;
  • Proficiency in software development lifecycle (SDLC), Agile methodologies, and cloud-based solutions;
  •  Previous experience working with government institutions or ministries;
  • Strong understanding of road asset management, transport digitalization, or automation systems; 
  • Experience working with the Ministry of Transport of Tajikistan (MoT) or similar government entities;
  • Formal endorsement or reference letter from the MoT is an advantage;
  • Strong leadership, strategic planning, and stakeholder engagement skills;
  •  Ability to coordinate IT teams, manage risks, and ensure high-quality project deliverables;
  • Experience in training and capacity building for end-users;
  • Professional fluency in Tajik and Russian is required, English proficiency is an advantage;
  • Computer literate with practical experience using Microsoft applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
