Background

The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.

The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period. 

The incumbent will work in the OSCE Mission to Serbia’s Democratic Governance Section of the Democratization Department.

Tasks and Responsibilities

Under the supervision of the Senior Governance Adviser, the incumbent provides expertise in the development and implementation of the Department's unified budget and extrabudgetary projects in the field of parliamentary affairs and democratic governance. Namely, the incumbent is responsible for:

  1. Designing, developing, and implementing unified budget and extrabudgetary projects aimed at strengthening the capacities of the National Assembly of the Republic of Serbia, ensuring alignment with OSCE commitments and international best practices;
  2. Monitoring and analysing political and institutional developments affecting democratic governance in Serbia, providing in-depth reports and recommendations on parliamentary processes, legislative oversight, and institutional reforms;
  3. Planning and facilitating activities that promote regional co-operation in the field of parliamentary affairs, fostering dialogue and exchange of best practices between legislatures;
  4. Advising and providing expertise to parliamentary bodies, government institutions, and civil society on governance-related reforms, legislative processes, and ethical standards, including parliamentary codes of conduct;
  5. Co-ordinating and maintaining partnerships with key stakeholders, including parliamentary leadership, MPs, ministries, civil society organizations, and the international donor community, to ensure coherence and effectiveness of governance-related initiatives;
  6. Conducting research and preparing analytical reports on parliamentary affairs, governance challenges, and institutional reforms, identifying opportunities for strategic engagement and programmatic interventions.

Necessary Qualifications

  • Citizenship of or permanent residence in the Republic of Serbia;
  • First-level university degree in political science, law, social studies, humanities or related field;
  • Minimum two (2) years of professional-level experience in project development and implementation, including monitoring and evaluation, in the field of democratic governance and democratic institutions; preferably in an international environment; 
  • Excellent knowledge of parliamentary affairs, including profound insight to the political and institutional context in Serbia and the region; 
  • Knowledge of international commitments and best practices in the area of democratic governance, in particular with regard to the OSCE commitments, Council of Europe, GRECO and Venice Commission standards, as well as the European Union’s acquis;
  • Knowledge of relevant regulatory framework related to the parliament in Serbia (the Constitution, the Law on the National Assembly, the Law on the Election of MPs, Rules of Procedure of the National Assembly of the Republic of Serbia);
  • Knowledge of the work of international organizations, state institutions and civil society organizations in the field of democratic governance;
  • Professional experience in delivering presentations and conducting high-level meetings;
  • Knowledge of OSCE or similar administrative framework would be an asset; 
  • Computer literate with practical experience in Microsoft applications; 
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender and youth perspective into task and activities;
  • Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity.

Remuneration Package

The incumbent will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post.

 Appointments are normally made at Step 1 of the applicable salary scales.

Monthly remuneration, subject to social security deductions, is approx. EUR 2,250.33. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
