Background:

The Organization for Security and Co-operation in Europe (OSCE) is an intergovernmental organization composed of 57 participating states from Europe, Central Asia, and North America. Its primary objective is to foster security, stability, and democracy through dialogue, cooperation, and the implementation of shared principles and commitments among its members. The OSCE addresses a broad spectrum of issues, including arms control, human rights, conflict prevention and resolution, as well as economic and environmental security. Its activities encompass monitoring elections, facilitating negotiations, and promoting human rights and democratic values. The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiative.

The Materials Management Section acts as a bridge between purchasing, storage, and usage, ensuring that everything needed is available efficiently and economically while being fully integrated into the organization’s administrative or supply chain system. The purpose of Materials Management Section is to ensure timely procurement, proper storage, and efficient distribution of materials at optimal cost and quality. It provides financial, administrative, and logistical support for effective resource management and organizational operations. It involves the coordination with multiple units and requires accuracy in documentation and inventory control. 

The National General Service Officer ensures the effective delivery of transport, facility maintenance, and general support services by coordinating day-to-day operational activities, and ensuring compliance with organizational rules, safety standards, and administrative procedures. The incumbent supports the efficient use of organizational resources through the timely coordination of maintenance, logistics, contractor services, inventory control, and related administrative processes under the guidance of the Administrative and General Service Officer.
 


Tasks and Responsibilities:

Under the direct supervision of Administrative and General Service Officer (S2) and overall supervision of Chief, Fund Administration Unit (P3), the successful candidate will be tasked with the following duties: 

  1. Coordinating and supervising the day-to-day operations of transport operations and building maintenance activities, ensuring timely and efficient service delivery across all office premises; organizing and prioritizing operational activities in line with organizational needs;
  2. Drafting technical specifications, scopes of work, and cost estimates for transport- and facility related procurements; liaising with the Procurement Unit; monitoring contract implementation; coordinating and supervising the work of contractors and service providers to ensure quality and compliance with agreed specifications; and verifying completion of services prior to certification;
  3. Planning, implementing, and monitoring preventive and corrective maintenance programmes for vehicles, generators, and building systems (electrical, water, and mechanical); conducting regular inspections and ensuring timely resolution of technical issues;
  4. Monitoring the technical condition and utilization of vehicles, generators, and facility-related equipment; overseeing control of spare parts, tools, maintenance materials; ensuring accurate record-keeping and adequate stock levels; and providing guidance to mission members on the proper use of vehicles and adherence to established transport procedures; 
  5. Directly supervising the work of Driver/Mechanic, Building Maintenance Assistant, Senior Driver, Drivers, Senior Cook, Handymen, and Cleaners; assigning tasks and work schedules; monitoring performance and attendance; conducting performance evaluations; providing guidance and on-the-job training; identifying development needs; and ensuring compliance with established procedures, safety standards, and code of conduct;
  6. Maintaining effective communication with local authorities and external stakeholders for administrative matters, including the Ministry of Interior, State Customs Committee, Ministry of Foreign Affairs, State Unitary Enterprise Tadjik Dip Service, local insurance companies, technical inspection providers, vendors, and service providers; facilitating information exchange, follow-up, and cooperation; and addressing transport-related matters such as vehicle registration, inspections, insurance claims, traffic incidents, and other administrative issues (e.g. fines and penalties);
  7. Preparing regular reports on transport and facility operations, including maintenance status, fuel consumption, and incidents; monitoring and analysing fuel usage, ensuring reconciliation between fuel records and vehicle usage logs, and reporting discrepancies; ensuring compliance with OSCE regulations, safety standards, and national legislation; and identifying risks while implementing mitigation measures.

Necessary Qualifications:

  • First-level university degree in logistics, engineering, business administration, or other related field;
  • A minimum of two years in logistics, fleet, facility management, asset management, engineering, including experience in coordinating operational activities;
  • Demonstrated experience in supervising staff and managing performance, including task allocation and monitoring; strong managerial, organizational, and coordination skills, as well as good communication, analytical, and planning abilities;
  • Ability to work under pressure, manage competing priorities, and meet tight deadlines;
  • Proficiency in using Microsoft Office applications, including Excel, Word, and e-mail; 
  • Excellent spoken and written communication skills in English, Russian and Tajik;
  • Possession of valid driving license (category B);
  • Experience of working with ERP systems (Oracle) and Fleet Wave software is desirable; 
  • Previous experience with international organizations is desirable;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.


Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,682.08 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
 

 

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

Please be aware that OSCE appointments are subject to medical clearance. 

 

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
