Background:

The OSCE, within its third human dimension, assists the governments of participating States in preventing and combatting gender-based violence (GBV), including domestic violence (DV). 

The OSCE Programme Office in Dushanbe (further – the Office), within the framework of the “Domestic Violence Prevention and Response” project, strives to support the Host Country through conducting a range of activities aiming at supporting the Government in effectively preventing and responding to DV in Tajikistan, including capacity building for the key stakeholders responsible for the implementation of the Law on Prevention of Domestic Violence, e.g. police, on victim-centred approaches to handling DV cases, and institutionalizing related training practices. 
Victim-centered police practices are essential for a prompt response to DV cases, prevention of perpetrators’ impunity and encouraging victims to report GBV/DV cases to police. 
The Committee on the Elimination of Discrimination against Women recommended to continue strengthening the capacity of the law enforcement in Tajikistan on victim-centred response to GBV/DV, intended to ensure the increase of victims ‘trust in police that the case will be properly handled and that their enjoy timely protection, in line with the assessed risks and needs. The need to enhance the capacity building of the government structures with competencies in the field of prevention of domestic violence, including of the law enforcement, was also recognised by the Government of Tajikistan. Consequently, it was included among one of the priority areas of the State Programme on Prevention of Domestic Violence for 2025 – 2030, and its Action Plan for 2025 - 2027. 
The Office has been continuously supporting the Ministry of Internal Affairs (MIA) to train police, as well as the MIA Academy, to strengthen its capacity to train future police officers on response to domestic violence cases. In 2025, the Office will provide support to the MIA Academy in updating its teaching materials with regards to police response to domestic violence. More specifically, support will be provided in updating its curriculum and teaching guide on “Prevention of Domestic Violence” for teaching the cadets, in compliance with the latest amendments to the Law on Prevention of Domestic Violence and other related normative acts, and victim-centred approaches of police response to domestic violence.

Objective of Assignment: 

For this purpose, the Office is looking to hire two National Consultants on SSA-basis, to start as of April 2025, to: 
(i)    update the curriculum and teaching guide for the course on “Prevention of Domestic Violence”, currently taught at the MIA Academy, according to the latest amendments to the Law on Prevention of Domestic Violence and other normative and regulatory acts, and gender-sensitive and victim-centred approaches in the field of prevention of and response to domestic violence.  The course is intended for the MIA Academy cadets, which will be employed by various institutions and entities with related mandates. It is expected that the course will be taught for the future police officers and the personnel of other law enforcement agencies as of September 2025. 
(ii)    Draft a manual for the course on “Prevention of Domestic Violence”, for the cadets of the MIA Academy.  

In this regard, any interested specialists who meet the criteria of this announcement may apply for being included in the OSCE roster of experts on domestic violence issues. 

Note: Only the strongest candidates/experts who meet the announced criteria and confirmed the appropriate qualifications will be selected for inclusion in the roster.

Necessary Qualifications:

  • Advanced university degree in the field of jurisprudence, gender, social and/or related sciences;
  • At least 5 years of practical work experience in the field of public security, combating domestic violence sector and/or on human rights issues with a special focus on gender equality, domestic violence and gender-based violence, including relevant experience working in government structures, including law enforcement structures or non-governmental organizations on the above-mentioned topics;
  • Good knowledge of and experience of cooperation with the current law enforcement structures of the Republic of Tajikistan;
  • Previous experience in developing curricula, teaching materials and conducting interactive trainings for law enforcement on the topic of prevention of and response to domestic violence;
  • Knowledge of domestic violence issues in Republic of Tajikistan, of peculiarities related to law enforcement handling of domestic violence cases; previous successful work with the MIA of Republic of Tajikistan will be an advantage;
  • Conducting research, developing normative/legislative documents on violence against women and children, including DV, and related areas, such as Standard Operational Procedures, instructions for police and providing related advice to government institutions and working groups etc.;
  • Ability to work under stress and complete tasks under tight deadlines;
  • Good organizational, written and oral communication, and training skills, as well as skills to assess capacity in various training groups;
  • Good analytical and reporting skills;
  • Professional fluency in Russian and Tajik languages, both oral and written;
  • Experience in working with international organizations will be an advantage;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
