Background:

The participation of all members of society in the political decision-making processes and holding democratic elections is crucial to the legitimacy of a democratic system and constitutes underlying elements of long-term security and stability. 
For many years, the POiB has been rendering support to the Kyrgyz Republic in strengthening electoral processes and conducting democratic elections. In doing so, the POiB has been co-ordinating its electoral assistance with other international and donor organizations through regular meetings and negotiations in order to avoid duplicating activities and to provide comprehensive support to the CEC and other state authorities in conducting elections based on the international standards of democratic elections. 
In 2020-2021, the Kyrgyz Republic experienced the whole electoral cycle including parliamentary, presidential and local council elections, and two referenda. The POiB electoral assistance focused on creating platforms for discussion of election legal framework, providing expert support, strengthening capacity of election commission members and other state officials, educating voters and carrying out independent citizen observation of elections. 
The POiB intends, through an independent evaluation, to determine the effectiveness of POiB’s electoral assistance that has been provided in 2020-2021. The evaluation findings will help the POiB to design future demand-driven, cost-effective and results-oriented projects. 

Tasks and Responsibilities:

Under the overall supervision of the Acting Head of Human Dimension Department and National Democratic Institutions Officer, the successful candidate will be tasked with the following duties:

  1. Develop the methodology and data collection tools for assessment, including the assignment work plan. The methodology should, inter alia, include assessment of needs and demands, including the ones for further POiB electoral assistance. The consultants shall submit the developed methodology to the POiB for approval;
  2. Conduct data collection;
  3. Conduct the evaluation based on the approved methodology;
  4. Develop the evaluation report reflecting methodology, all interlocutors, findings and recommendations, including ones for further electoral assistance;
  5. Present the pre-final document to the POiB staff in order to collect feedback and recommendations;
  6. Submit a final report in English and Russian to the POiB;
  7. While developing methodology and carrying out evaluation, the Consultants shall demonstrate awareness and sensitivity towards inclusivity (gender, youth, persons with disabilities, ethnical minorities etc.) as well as ability to integrate inclusivity perspectives into tasks and activities

Deliverables:

The POiB seeks to identify: (i) to what extent has the POiB contributed to conducting democratic elections in 2020-2021, (ii) whether the electoral assistance objectives and expected results have been achieved, (iii) how the POiB assistance is perceived and valued, (iv) how appropriate was the timing of activities in addressing needs identified by the POiB, (v) to what extent does the POiB co-ordinate with other donors to maximize the leverage of its funds and resources, (vi) what are the strong and weak points and lessons that can contribute to future electoral assistance, (vii) aspects of further POiB electoral assistance, and (viii) needs and demands of the state authorities and the public for conducting free, fair and transparent elections. 
For this, the POiB will engage a team of two evaluators, who are expected to develop and propose a methodology of comprehensive evaluation, for three months in total. 

Necessary Qualifications:

  • University degree in the field of, economics, statistics, social and political sciences, law, international relations, human rights, public administration, sociology or related fields;
  • Minimum 5 years of practical experience in the field of monitoring and evaluation, elections, public administration, human rights, law;
  • Strong knowledge of the electoral framework of the Kyrgyz Republic and latest developments in the field of elections;
  • Previous experience in conducting qualitative and/or quantitative research;
  • Ability to work with statistical software (E-views, Stata, etc.);
  • Excellent analytical and writing skills;
  • Strong organisational and communication skills; 
  • Fluency in Kyrgyz and Russian: 
  • Flexibility, ability to work under minimal supervision and deliver against tight deadlines;
  • Familiarity with the OSCE and the political nature of the Organization;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.


Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
