National Consultant to Develop Content for The Teacher’s Manual and Middle School Students’ Manual on DRR (SSAs)

Background:
Disaster Risk Reduction (DRR) education is a crucial component in building a resilient society. In Kazakhstan, the increasing frequency and complexity of natural and technological hazards — such as earthquakes, floods, extreme weather events, and industrial accidents — highlight the urgent need to strengthen preparedness at all levels, including within the education system and schools.
The content of national school curricula offers opportunities for integrating DRR components into the learning environment, both through academic instruction and extracurricular activities. However, existing educational resources require updating and adaptation to incorporate global best practices, align with national legal and
educational frameworks, and provide teachers with practical, localized tools for integrating DRR into everyday teaching and for engaging students actively in the process.
This assignment aims to develop a comprehensive, systematic, and context-sensitive update of the teacher’s manual to ensure the seamless integration of DRR into educational activities at the primary, basic secondary, and general secondary levels of Kazakhstan’s school system.
Objective of Assignment:
Hire a national consultant to develop content for the teacher’s manual and middle school students’ manual to support the systematic integration of DRR into secondary education institutions across the country.
Duration of Assignment:
The Consultant will be hired under Special Service Agreement (SSA) for 3.5 months.
Tasks and Responsibilities:
Under the overall supervision of the Senior Economic and Environmental Officer, the successful candidate will be tasked with the following duties:
1. Develop comprehensive educational content addressing safe conduct protocols during emergency situations, specifically focusing on natural and technological hazards most relevant to Kazakhstan's geographic and industrial context.
Outputs to be achieved:
- Concise, age-appropriate guidance on types of natural and technogenic hazards is developed for both the teacher’s manual and middle school students’ manual.
- In collaboration with the Designer, behavior algorithms and visual aids (charts, illustrations) are developed for correct actions before, during, and after emergencies.
2. Develop a comprehensive suite of supplementary disaster risk reduction activities designed for implementation outside regular classroom instruction to reinforce and expand upon core emergency preparedness concepts for both the teacher’s manual and middle school students’ manual.
Outputs to be achieved:
- At least 10 templates and guidance are provided for integrating DRR topics into:
- School assemblies and other out-ofclass events and gatherings
- Educative/advisory hours
- Thematic school events (e.g. “Safety Week”).
- Scenarios for school-wide drills/training and awareness sessions are developed.
Necessary Qualifications:
- Advanced degree in Education, Disaster Risk Management, Public Policy, or a related field.
- Minimum 5 years of experience in developing age-appropriate safety education materials, or DRR in education.
- Demonstrated experience working with legal and regulatory frameworks in education or emergency preparedness.
- Strong knowledge of Kazakhstan’s hazard profile and relevant civil protection protocols.
- Familiarity with national curriculum standards and integration of emergency protocols into educational content.
- Excellent writing and documentation skills in Russian; knowledge of Kazakh is desired.
- Demonstrated ability to design clear, engaging, and contextually relevant materials for primary and secondary school students.
- Good understanding of emergency response protocols and operations.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
