Background:

Serving as a tool for boosting investment potentials and offering business incentives through a set of legal norms, special conditions for taxation, currency circulation, customs, labour relations and favourable conditions Free Economic Zones (FEZ) of Tajikistan are aimed to bring direct local and foreign investment into five created zones. The geographical span of the zones are allowing to invest into long-term investment projects thereby improving investment climate ranking. 
In close co-operation with the Ministry of Economic Development and Trade the OSCE Programme Office in Dushanbe (POiD) targets to support in developing of the Concept of Digitalization of the shared service centre  that would support further structurize resilient and sustainable regional economic development via applying strategic approaches to FEZ and facilitate to digital economy agenda. 

 

Objective of Assignment: 


Support to the Ministry of Economic Development and Trade of the Republic of Tajikistan in developing the Concept of a shared service centre for servicing the Free Economic Zones’ entities by applying best national and international ICT standards and provisions.

 

Duration of Assignment:
3 months.

 

Tasks and Responsibilities:
Under the overall supervision of the Economic Officer of POiD, the successful candidate will be tasked with the following duties:

 

  1. Supporting the Ministry of Economic Development and Trade of the Republic of Tajikistan in developing the concept of a shared service center for the FEZ entities;
  2. In close co-operation with national legal consultant and an international consultant developing a Сoncept of a shared service center, considering international practices and the analysis of business processes in the FEZ;
  3. Examining an analytical report of business processes and, on its basis, developing technical specifications for the implementation of ICT systems in the draft concept of a shared service center of the FEZs;
  4. Ensuring that modern ICT standards are taken into account in development and implementation of the Concept of FEZs shared service center;
  5. Holding meetings with the stakeholders regarding the development of the concept of a shared service center and digitalization of the FEZ of the Republic of Tajikistan;
  6. Visiting the FEZs and relevant ministries and agencies to obtain the necessary information and insight into the FEZ for further development of a draft concept;
  7. Participation in the presentation and discussion of the draft concept of a shared service center for the entities of the FEZ with the Ministry of Economic Development and Trade and other stakeholders;
  8. Liaising with implementing partners and external stakeholders for effective execution of assigned tasks and reporting on project progress;
  9. Upon necessity, carrying out other activities related to the achievement of the goals and objectives within the framework of this assignment.


Deliverables:

  • An interim report on the progresses is prepared and shared with the OSCE POiD and MEDT;
  • A final report is prepared and submitted to OSCE POiD and MEDT;
  • The analytical report of business processes was examined and, on its basis, a technical specification is developed for the implementation of ICT systems in to a draft concept of a shared service center of the FEZs;
  • Modern ICT standards are taken into account during development and implementation of the Concept of a FEZs shared service center;
  • A series of meetings with the stakeholders are conducted and comments and suggestions are taken into consideration and incorporated in to a draft Concept of a shared service center for servicing the FEZ entities and its digitalization;
  • FEZs and relevant ministries and agencies are visited and the necessary information and comprehension of the FEZ functions are considered in a draft Concept;
  • A presentation and discussion of the draft Concept of a shared service center for servicing the entities of the FEZs is held in co-operation and co-ordination with the Ministry of Economic Development and Trade;
  • Necessary data collected and incorporated into the draft Concept;

Necessary Qualifications:

  • At least 8 years of proven professional experience in ICT-related projects and project management;
  • Advanced practical skills in economic analysis and business process analysis;
  • Experience or participation in ICT projects of private companies and/or government agencies;
  • Experience in developing of technical documentation/reporting in the field of ICT, namely, terms of reference for development and/or implementation of ICT systems;
  • Negotiation skills and proven experience in working with government agencies, non-governmental and international organizations;
  • Experience in ICT consulting and project management is an advantage;
  • Creative approach towards the anticipated assignment, ability to find interesting and non-standard solutions;
  • Fluency in Tajik and Russian languages (both spoken and written);
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team and complete assigned tasks in a short period of time, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
