Background:

A Civic Education Centre, which is established under the CEC and started its active functioning in 2021, aims to create a trusted open platform for increasing legal knowledge and awareness of the public on the electoral system and encouraging their participation in political and legislative processes. The POiB intends to facilitate the Centre’s educational initiatives through providing local expert support for co-ordination and development of capacity-building training seminars and assisting in the organization of these events with a special focus on youth, PwD and other special categories. 


Tasks and Responsibilities:


Under the overall supervision of the Programme Manager, the successful candidate will be tasked with the following duties:

  1. Assist in managing and coordinating the activity of the Civic Education Centre;
  2. Contribute to the development of the Civic Education Centre’s plan of activities;
  3. Develop and agree with the CEC a methodology and programme of educational activities;
  4. Develop and agree with the CEC awareness raising materials; 
  5. Agree and coordinate with universities and colleges, and other educational institutions functioning in Bishkek and provinces the organization of awareness raising initiatives;
  6. Ensure the participation of the CEC senior management and experts in the field of elections in the awareness raising initiatives;
  7. Provide recommendations for the CEC and POiB on follow-up civic education activities with a special focus on increasing youth knowledge and capacity.

Necessary Qualifications:

  • University degree in the field of Management, Law, Politics, Social Sciences or related field;
  • Minimum 5 years of practical experience in the field of human rights, democratization, election, law and political affairs;
  • Strong knowledge of Kyrgyz legislation system particularly in electoral rights; 
  • Strong knowledge of strategic planning and project management; 
  • Experience in training of youth; 
  • Fluency in Kyrgyz and Russian and excellent analytical and writing skills; 
  • Strong organisational and communication skills;
  • Flexibility, ability to work under minimal supervision and deliver against tight deadlines;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.


Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
