Background:
The ExB project entitled “Improvement of SALW and CA Life-Cycle Management Capacity of Ministry of Defense (MoD) of Kyrgyz Republic” aims at improving SALW and CA life-cycle management capacity of MoD in Kyrgyz Republic. The project is being implemented by the OSCE POiB.
As part of its ongoing support to the MoD, the OSCE POiB is working to enhance the safety and security of storage facilities for SALW and CA. This support includes the construction of new storage sites in line with national regulations, OSCE best practices and international standards. These measures aim to reduce the risks associated with the illegal proliferation, misuse and smuggling of SALW and CA, as well as the threat of unplanned explosions at munitions sites (UEMS).
One of the key locations identified for this activity is the storage facility located in Ala-Buka village, Jalal-Abad region. To support this effort, an international tender was conducted for the construction of a new Rocket Artillery Weapons Storage facility at this site. The technical documentation for the tender, including the Scope of Works (SoW), Bill of Quantities (BoQ) and architectural drawings was developed.
An Invitation to Bid (ITB) was conducted, and the tender finalization process is currently in progress to identify and contract a company that will execute the construction works in accordance with the detailed SoW.
The selected consultant will play a critical role in overseeing and supervising the construction activities carried out by the contracted company, ensuring compliance with the approved plans and quality standards. The key responsibilities and duties of the consultant, along with the expected deliverables, are outlined in the Services/Duties and Deliverables sections below.
Objective of Assignment:
The primary objective of the post is the fulfilment of the Project’s objectives and results, with a particular focus on technical aspects of the construction/refurbishment related activities.
Under the guidance of the project team and in co-operation with the Fund Administration Unit (FAU), the incumbent carries out a range of tasks related to the Project’s implementation with regards to the development of technical documentation required for conducting tenders on design elaboration and construction/refurbishment works, assistance in conducting tenders and selecting contractors, as well as oversight the work of contractors during the design elaboration and construction/refurbishment processes from the beginning until the delivery of the final results and certification/commissioning.

December 31, 2025.
Tasks and Responsibilities:
Under the overall supervision of the National Project Officer, the successful candidate will be tasked with the following duties:
- Request and Review Construction Work Plan
Co-ordinate with the contractor to obtain and review the detailed construction master plan/work schedule, ensuring alignment with the project timeline and Scope of Work (SoW); - Monitor Construction Activities
Oversee the execution of construction works to ensure compliance with the approved SoW, BoQ and the technical requirements outlined in the Invitation to Bid (ITB) documentation; - Conduct Site Visits and Monitor Concealed Works
Undertake regular duty trips to the construction site in Ala-Buka village to monitor progress, verify concealed works and assess compliance with technical standards; - Co-ordinate with the Technical Supervision Company
Work in close co-ordination with the independent technical supervision company; ensure timely receipt and review of their mandatory weekly supervision reports; - Review Construction Progress Reports
Evaluate all contractor-submitted progress reports, including interim (first to fourth) and the final report to assess quality, progress and compliance with contractual obligations; - Report Delays and Deviations
Promptly inform the OSCE POiB of any delays, deviations or changes in the construction schedule or scope, along with proposed corrective actions; - Collect Weekly Site Updates
Obtain and review weekly progress updates from the contractor’s site manager and designated focal point for the OSCE, verifying the accuracy and consistency of reported information; - Facilitate Co-ordination with the Ministry of Defense
Support and participate in co-ordination meetings and technical discussions with the Ministry of Defense; - Oversee Final Acceptance and Handover
Participate in the final inspection and acceptance of completed works; ensure that all project deliverables have been met prior to formal handover; - Ensure that all relevant commissioning acts and final documentation are completed, signed, and submitted as per OSCE and beneficiary requirements;
- Develop and submit interim and final consultancy reports to the OSCE POiB in accordance with the reporting schedule and terms of payment specified in the contract. These reports should detail the status of construction works, key activities undertaken, encountered challenges and any recommendations for corrective actions.
Deliverables:
- Reviewed and approved Construction Master Plan/Work Schedule with comments (if any);
- Monitoring logs, compliance checklists, and summary assessments against SoW, BoQ, and ITB to ensure that the construction of the storage facility is executed in accordance with the approved engineering designs, drawings, specifications, timelines, Snips and quality standards, and project’s budget;
- Site visit reports, including photos and the main findings. Ensuring compliance with design specifications, safety standards and quality control procedures;
- Copies of weekly supervision reports with consultant’s review notes and follow-up actions;
- Reviewed versions of contractor’s interim (1st–4th) and final progress reports to ensure timely delivery and execution of work in accordance with the design and contract;
- Notification memos or emails to OSCE POiB detailing delays/deviations and recommended actions;
- Weekly progress summaries compiled from contractor’s updates and verified by the consultant;
- Final acceptance report, punch list and signed handover documents;
- Complete set of signed commissioning acts and validated final technical documentation;
- Interim and final consultancy reports aligned with payment schedule, including all relevant annexes for the reporting period.

Necessary Qualifications:
- First-level university degree in civil engineering or architecture;
- A minimum of five (5) years of relevant working experience in architecture, building maintenance or management;
- Good understanding of related engineering disciplines, as well as of the national legal/normative framework;
- Experience as a registered, licensed contractor and preferably in an international or mission environment;
- Ability to oversee several construction/refurbishment projects (works) simultaneously, using the critical path method;
- Strong analytical, problem solving and negotiation skills;
- Knowledge of international standards and procedures for the project-related activities is highly desirable;
- Professional fluency in Russian with excellent communication (both oral and written) skills. Knowledge of Kyrgyz and English languages is desirable;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
