General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited Infrastructure


Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities


Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:



  • First-level university education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields



  • Minimum 6 years of relevant professional experience


Mission Specific Requirements

Additionally, this particular post has specific requirements:



  • At least 6 years of experience in relevant fields, such as human dimension, human rights and rule of law, preferably with international organizations, multi-dimensional missions or government;
  • Comprehensive knowledge of international humanitarian and human rights frameworks and principles;
  • Excellent drafting, analytical and communication skills, including the capacity to convey complex concepts and recommendations in a clear and concise fashion for different audiences;
  • Ability to identify and analyze emerging human rights problems and propose solutions;
  • Ability to establish priorities and to plan, organize, co-ordinate and guide the work of a number of staff;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and different professional experiences, diverse political views, while maintaining impartiality and objectivity; 
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environment;
  • Ability to operate Windows applications, including word processing and e-mail.
  • Ability to read and utilize maps.



  • Demonstrated managerial experience of a team in a conflict setting;
  • Experience in working in Eastern Europe, and/or knowledge of the region;
  • Some knowledge of the OSCE principles and commitments;
  • Possession of a current valid C class (or similar) automobile driving license;   
  • Experience with the UN common system and/or other international organizations, preferably in a peace mission context;
  • Working knowledge of Russian and/or Ukrainian language(s).


Tasks and Responsibilities

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. We encourage qualified applicants, especially women to apply for this position.If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.


Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.


The selected candidate will be deployed in Donetsk region.

Under the direct supervision of the Team Leader and overall guidance of the Head of Human Dimension Unit (HDU) in Head Office, the Monitoring Team (MT) Human Dimension Co-Ordinator will perform the following duties:


  1.  Managing the overall work of Human Dimension staff in the MT;
  2. Advising Team Leadership on all human dimension developments, tasks and available resources in order to achieve the Mission’s mandate; 
  3. Co-ordinating with relevant Mission components in the Monitoring Teams to ensure the integration of human dimension monitoring activities in planning and operational processes;
  4. Providing input and advice on human rights issues, including briefing papers and talking points, to Head Office HDU and MT Team Leadership;  
  5. Participating in patrols and collecting, researching, documenting and analyzing information on human dimension areas; 
  6. Providing guidance and assistance on human dimension issues to the MT as requested;
  7. Supporting the development of MT guidance and data collection tools on human dimension monitoring, in cooperation with HDU Head Office;
  8. As requested, participating together with Team Leadership in meetings with external parties as thematic experts;
  9. Ensuring the consistency, accuracy, objectivity, impartiality and timeliness of human dimension reports; 
  10. Establishing and maintaining contacts with international organizations, civil society and human rights organizations in the AoR. 
  11. In co-operation with the Head Office HDU, organizing and developing internal capacity building activities on human rights monitoring in the MT, particularly on assigned thematic priorities;
  12. In co-ordination with the MT Operations and Reporting Co-ordinators, identifying and highlighting Early Warning Indicators on behalf of the Team Leadership; 
  13. Performing other duties as required.
