Background:

Please note that this position is funded under an Extra-Budgetary (ExB) Project and the contract duration of the selected candidate is until 31 March 2023; extension of contract is subject to funding availability.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of recruitment, administration of benefits and entitlements, payroll, performance management, learning and development across the Organization.

 

Tasks and Responsibilities:

Under the direct supervision of the OSCE Chief Medical Officer, you will be tasked with the following duties:

1.    Providing administrative support related to preventing the spread of COVID-19 including executing antigen tests, supporting the OSCE vaccination program, collecting information on objective epidemiological assessment relevant to the OSCE staff/mission members, contacting relevant medical institutions, compiling medical statistics and information from various sources in order to support drafting or reviewing OSCE medical policies and reports; 
2.    Collecting, filing and communicating confidential medical documentation and files from staff/mission members; ensuring confidentiality of the medical findings across the Organization; 
3.    Ensuring that medical equipment and supplies are well maintained and placed in order; providing administrative and procedural support in provision of expert advice by Chief Medical Officer in relevant tenders; 
4.    Arranging delivered sick leave forms for review by the Medical Officer and processing in a timely manner; initiating actions in line with established SOP for extended sick leaves; assisting Chief Medical Officer in responding to quires on sick leave management from other OSCE executive structures; 
5.    Arranging for medical appointments in various medical facilities in and outside the country, accompanying staff members to outside medical facilities as requested by the Chief Medical Officer; arranging for medical translation/interpretation to ensure quality treatment/accurate evaluation of the medical condition of staff/mission members; 
6.    Referring staff/mission members to the HR Officer in case of any inquiries on entitlements, benefits and/or Rules and Regulations; 
7.    Preparing routine correspondence and assisting Chief Medical Officer in all administrative tasks, briefing and advising staff on medical facilities and Cigna processes; 
8.    Performing other related duties as required.

Necessary Qualifications:

•    Completed secondary education supplemented by formal studies as a nurse/paramedic/ physician assistant/physician;
•    At least four years of experience related to acute/emergency medicine; 
•    Experience in dealing with medical confidential information in an office set up/hospital or in a medical unit preferably in an international environment;
•    Experience in using electronic medical records; 
•    Professional fluency in English and German with excellent communication (both oral and written) skills; knowledge of other OSCE working language would be an asset;
•    Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
•    Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
•    Computer literacy with practical experience using Microsoft applications.

 

Remuneration Package:

Monthly remuneration, subject to social security deduction, is EUR 4,000 a month. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme.
