The OSCE Support Programme for Ukraine (SPU) has been established in order to continue supporting the Ukrainian Government’s reform efforts and mitigating the increased risks to civilians caused by the war against the country. The objective of the SPU - and therefore of all its projects - is to support Ukraine across all three OSCE dimensions on the government’s reform efforts and on the evolving risks to civilians caused by the war, thus ensuring that the OSCE’s work conducted over the past three decades and in the future, continues to impact positively the institutions and people of Ukraine and that Ukraine’s comprehensive security is enhanced in line with the OSCE commitments.

This post is financed from the extra-budgetary (ExB) SPU project under the OSCE Conflict Prevention Centre (CPC) at the OSCE Secretariat (SEC). The SPU is active until 31 July 2025, and planned to be extended until 2028. The post extension is subject to the extension of the project duration.

Tasks and Responsibilities

Under the direct supervision of the Chief Medical Officer and in the overall co-ordination with the Chief of Operations, the incumbent will be tasked with the following:

Clinical Duties

  1. Planning, organizing, co-ordinating and directing the medical support of all SPU activities and also, upon request, the activities of other OSCE Executive Structures in the region; advising SPU's senior management on all medical issues.
  2. Providing first aid and medical consultancy services to SPU staff and other OSCE missions including dispensing of non-prescription medicines, making referrals to local hospitals, clinics or specialists and determining in emergency medical situations, based on knowledge of the adequacy of locally available facilities, all medical evacuation requirements.
  3. Referring staff to outside specialists as necessary; following up with outside specialists.
  4. Organizing, supporting and accompanying, if necessary, in the case of medical evacuations; medically accompanying and supervising any non-medical evacuations.
  5. Participating in addressing work environment and occupational health issues.
  6. Developing and regularly updating a medical situation report, in particular with the availability and functionality of local health facilities and ambulance services.
  7. Monitoring and evaluating the adequacy and standards of the medical services being provided by the local doctors within Ukraine as well as their professional competence; keeping track of the public health structures and the response.

Medico Administrative Duties

  1. Certifying sick leave requests of all staff, in co-operation with the Chief Medical Officer, including reviewing of medical documentation for verification of sick leave duration and, as and if required, liaising with practitioners (local and out of country), clinics, laboratories, hospitals and like facilities.
  2. Managing day-to-day mission medical support operations by ensuring availability of supplies and proper functioning of medical equipment.
  3. Disseminating updated medical data and information from the World Health Organisation (WHO) and other such agencies on the prevention and control of infectious diseases, immunization and other related medical subjects.
  4. Ensuring awareness of the importance of mental health support; organizing and supporting relevant activities in close co-operation with the OSCE Senior Psychologist.
  5. Recommending appropriate training programs implemented to maintain and develop the medical capabilities (e.g. health education, HIV/AIDS prevention, first aid and CPR), use of defibrillators.
  6. Actively networking and closely co-operating with other (international) organizations and institutions and International and Local NGOs on matters relating to their medical programs.
  7. Attending medical conferences, meetings, congresses etc., required for updating in various medical fields in order to maintain the highest standards of health care and also for extension of medical license (through achieving CME credits).
  8. Performing other related duties as required.

Necessary Qualifications

  • First-level university degree in nursing, paramedical sciences, human medicine, public health, or equivalent.
  • A minimum of seven years (five with a second-level university degree) of progressive clinical experience in the medical field with knowledge of Public Health and Primary Health Care; broad medical knowledge, especially in the field of emergency and disaster medicine and in-depth knowledge of assessing health systems.
  • Administrative experience and work in a mission/international environment.
  • Experience in delivering trainings on medical topics.
  • Holding a valid driving license.
  • Professional fluency in English with excellent communication (both oral and written) skills. Working knowledge of Ukrainian would be an asset.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
  • Computer literate with practical experience using Microsoft applications and good knowledge of relevant medical databases.
